High school education reform and teacher training: an unwise chronology

Resumo: The so-called “New High School Education” is the result of a legal artifact, discussed here based on a partial recovery of the chronology of events that began with the promulgation of the Common Curricular Base in 1998 by the National Council of Education (CNE). Since then, there has been a close relationship between the high school curriculum, the National High School Examination (Enem), and the National Curriculum Guidelines for Teacher Training. The objective of this text is to demonstrate that the changes to be implemented from Provisional Measure 746/2016 are not limited to basic education but mainly concern higher education, especially teacher training courses. We use methodological elements of document analysis, based on promotional texts from executive power bodies, as well as laws, resolutions, opinions, and guidelines, including the position of the National Education Forum (FNE). We conclude by exposing three less obvious issues that cannot fail to be resolved in the debate on the maintenance or repeal of this educational reform, particularly the right to teaching for Biology teachers in the new scenario.

Desde entonces, existe una estrecha relación entre el currículo de la enseñanza media, el Examen Nacional de Enseñanza Secundaria (Enem) y las Directrices Curriculares Nacionales para la Formación Docente. El objetivo de este texto es demostrar que los cambios que se implementarán a partir de la Medida Provisional 746/2016 no se limitan a la educación básica sino que afectan principalmente a la educación superior, especialmente a los cursos de formación docente. Utilizamos elementos metodológicos de análisis documental, basados en textos promocionales de los órganos del poder ejecutivo, así como leyes, resoluciones, dictámenes y lineamientos, incluida la posición del Foro Nacional de Educación (FDE). Concluimos exponiendo tres cuestiones menos evidentes que no pueden dejar de resolverse en el debate sobre el mantenimiento o derogación de esta reforma educativa, en particular el derecho a la docencia de los profesores de Biología en el nuevo escenario.O chamado "Novo Ensino Médio" é resultado de um artefato legal, aqui discutido a partir de um resgate parcial da cronologia de eventos que tiveram início com a promulgação da Base Comum Curricular em 1998 pelo Conselho Nacional de Educação (CNE). Desde aquela época existe estreita relação entre o currículo do ensino médio, o Exame Nacional do Ensino Médio (Enem) e as Diretrizes Curriculares Nacionais para Formação de Professores. O objetivo deste texto é demonstrar que as mudanças a serem implantadas a partir da Medida Provisória 746/2016 não se limitam à educação básica, mas dizem respeito principalmente à educação superior, em especial nos cursos de formação de professores. Utilizamos elementos metodológicos de análise documental, com base em textos promocionais de órgãos do poder executivo, bem como leis, resoluções, pareceres e diretrizes, incluindo posicionamento do Fórum Nacional de Educação (FNE).
