Risk analysis for selecting public building contracts: case study for the city of Fortaleza

Resumo: Risk matrices have been presented as an important tool for an effective selection of objects for control actions in the area of ​​public building inspection. In this paper, we present a proposal for a risk analysis methodology for the selection of engineering works and services contracts, through a case study for the city of Fortaleza, in a sample of 37 public building contracts. According to verified results, it was observed that four contracts were classified as high risk, 13 had medium risk and 20 were classified as low risk. It is possible to conclude that the proposed methodology has a high potential to bring technical elements to the proper direction of inspection activities in the scope, not only, of the city of Fortaleza, but also for all cities in Ceará, and may even be replicated in other brazilian cities, although a subsequent step of validation and calibration of the methodology is essential. It is, therefore, a study that brings contributions to the area of ​​public works auditing, collaborating with the fulfillment of the exercise of external control and, even, of the internal control of the public administration.

No presente artigo, apresenta-se uma proposta de metodologia de análise de risco para seleção de contratos de obras e serviços de engenharia, por meio de um estudo de caso feito no município de Fortaleza, em uma amostra com 37 contratos de obras públicas. Dentre os resultados verificados, observou-se que quatro contratos foram classificados como de alto risco, 13 apresentaram risco médio e 20 obtiveram classificação baixa. É possível concluir que a metodologia proposta tem um elevado potencial para trazer elementos técnicos ao adequado direcionamento de atuações fiscalizatórias no âmbito, não só, do município de Fortaleza, mas como para todos os municípios cearenses, podendo, inclusive, ser replicada para outros municípios brasileiros, embora seja indispensável uma etapa posterior de validação e calibração da metodologia.
