Resumo: The aim of this study was to describe the structural conditions related to human resources and associated with the distribution strategy in the implementation of the 3rd edition of the Elderly Health Booklet in municipalities from two Brazilian regions: North and South. The methodology used was a documentary, exploratory and descriptive research through data collection in the secondary source survey of the institutional survey conducted by the Ministry of Health in 2018. The data were analyzed by parametric or nonparametric statistical tests (Fisher's Exact Test; Chi-square test, Significance level p<0.05) and descriptive analyses. The dependent variables were: the structural conditions, associated with human resources, and distribution strategies; and the independent variable: Northern or Southern Region of Brazil. The database was analyzed by the Excel Program and SPSS Program, version 24.0. The target audience was the technical manager of the elderly area or health managers and the instrument used was a semi-structured questionnaire. In the results, of the total of 587 municipalities that received the booklet, 43 municipalities in the Northern Region were investigated, and 48 from the Southern Region, elected by simple random draw. Most respondents were responsible in the Department of Health for the implementation of the booklet and with up to one year of management. There was a wide distribution of the booklet with 100% in the Northern Region and 97.9% in the Southern Region. The most used Cadernet a database strategy was the FHS (85.7% in the Northern Region and 97% in the Southern Region) In the Northern Region, there was more use of the PACs strategy than the Southern Region. The most prevalent distribution strategies were nursing consultations and home visits of cha, followed by the home visit of the physician and nurse and care in the health unit by the nursing technician or assistant. In the Southern region, there was a greater citation to the medical consultation strategy in the Basic Health Unit than in the Northern Region (57.7% and 25% respectively). The most outstanding events for the distribution were the Vaccination Campaign and the Coexistence Group. There were no differences between the regions regarding the types of events. The most cited challenge in the distribution was the lack of interest of health units in receiving the Booklets. However, the differences between the regions was regarding the scarcity of resources for distribution, more prevalent in the Northern Region than in the South Region (22.86% x 6.38%). It was concluded that the technical responsible for the health of the elderly are used in the available human resources and efforts are needed to motivate the health professionals involved for the booklet to be implemented in its integrality because it is one of the actions provided for in the PNSPI in compliance with the established guidelines and goals.

Na regi??o Sul, houve maior cita????o ?? estrat??gia consulta m??dica na Unidade B??sica de Sa??de do que na Regi??o Norte (57,7% e 25% respectivamente). Os eventos mais destacados para a distribui????o foram a Campanha Vacinal e o Grupo de Conviv??ncia. N??o houve diferen??as entre as regi??es com rela????o aos tipos de eventos. O desafio mais citado na distribui????o foi o desinteresse das Unidades de Sa??de em receber as Cadernetas. Contudo, a diferen??a entre as regi??es foi com rela????o ?? escassez de recursos para distribui????o, mais prevalente na Regi??o Norte do que na Regi??o Sul (22,86% x 6,38%). description The aim of this study was to describe the structural conditions related to human resources and associated with the distribution strategy in the implementation of the 3rd edition of the Elderly Health Booklet in municipalities from two Brazilian regions: North and South. The methodology used was a documentary, exploratory and descriptive research through data collection in the secondary source survey of the institutional survey conducted by the Ministry of Health in 2018. The data were analyzed by parametric or nonparametric statistical tests (Fisher's Exact Test; Chi-square test, Significance level p<0.05) and descriptive analyses. The dependent variables were: the structural conditions, associated with human resources, and distribution strategies; and the independent variable: Northern or Southern Region of Brazil. The database was analyzed by the Excel Program and SPSS Program, version 24.0. The target audience was the technical manager of the elderly area or health managers and the instrument used was a semi-structured questionnaire. In the results, of the total of 587 municipalities that received the booklet, 43 municipalities in the Northern Region were investigated, and 48 from the Southern Region, elected by simple random draw. Most respondents were responsible in the Department of Health for the implementation of the booklet and with up to one year of management. There was a wide distribution of the booklet with 100% in the Northern Region and 97.9% in the Southern Region. The most used Cadernet a database strategy was the FHS (85.7% in the Northern Region and 97% in the Southern Region) In the Northern Region, there was more use of the PACs strategy than the Southern Region. The most prevalent distribution strategies were nursing consultations and home visits of cha, followed by the home visit of the physician and nurse and care in the health unit by the nursing technician or assistant. In the Southern region, there was a greater citation to the medical consultation strategy in the Basic Health Unit than in the Northern Region (57.7% and 25% respectively). The most outstanding events for the distribution were the Vaccination Campaign and the Coexistence Group. There were no differences between the regions regarding the types of events. The most cited challenge in the distribution was the lack of interest of health units in receiving the Booklets. However, the differences between the regions was regarding the scarcity of resources for distribution, more prevalent in the Northern Region than in the South Region (22.86% x 6.38%). It was concluded that the technical responsible for the health of the elderly are used in the available human resources and efforts are needed to motivate the health professionals involved for the booklet to be implemented in its integrality because it is one of the actions provided for in the PNSPI in compliance with the established guidelines and goals.
