Regional rural development index of municipalities from the State of Mato Grosso do Sul

Resumo: The purpose of this paper consisted to determine the level of rural development for municipalities from the State of Mato Grosso do Sul and its categorization, selecting relevant variables to compose the set of regional determining characteristics. To achieve this goal, the constitution of the Regional Rural Development Index (RRDI) was proposed, obtained through the latent factors, generated by the factor analysis, using the Principal Component Analysis (PCA) as an extraction method. This index was obtained based on 29 indicators derived from secondary data of the 2006 Agriculture Census and the 2010 Population Census. Among the main results is the extraction of seven latent factors, explaining 85,47% of the total accumulated variance, which represented characteristics related to rural health-domestic and production infrastructure, agricultural productivity, environmental preservation and degradation, educational and demographic aspects, agricultural jobs, and the relevance of land titling. The composition of these variables allowed IDRR to contribute empirically in determining the levels of localities rural development and to reveal a relatively homogeneous regional rural development pattern for the municipalities analyzed.

Para ello, se propuso la elaboración del Índice de Desarrollo Rural Regional (IDRR), obtenido por medio de los factores latentes, generados mediante el análisis factorial, utilizando como método de extracción el Análisis de Componentes Principales (ACP). Este índice fue construido a partir de 29 indicadores provenientes de datos secundarios del Censo Agropecuario de 2006 y del Censo Poblacional de 2010. Como principal resultado, se obtuvo la extracción de siete factores latentes, que explicaron el 85,47% de la varianza total acumulada, los cuales representaron características relacionadas con la infraestructura sanitaria-domiciliaria rural y de producción, productividad agrícola, preservación y degradación ambiental, aspectos educacionales y demográficos, empleos agropecuarios y la relevancia de la titulación de tierras. La composición de estas variables le permitió al IDRR contribuir empíricamente al determinar los niveles de desarrollo rural en las localidades y revelar un patrón de desarrollo rural regional relativamente homogéneo para los municipios analizados.O objetivo deste artigo consistiu em indicar o nível de desenvolvimento rural dos municípios do Estado de Mato Grosso do Sul e a sua categorização, selecionando as variáveis relevantes para compor o conjunto de características regionais determinantes. Como principal resultado, foi obtida a extração de sete fatores latentes, que explicaram os 85,47% da variância acumulada total, os quais representaram características relacionadas à infraestrutura sanitária-domiciliar rural e de produção, produtividade agrícola, preservação e degradação ambientais, aspectos educacionais e demográficos, empregos agropecuários e a relevância da titulação de terras.
