Impacts of the Covid-19 pandemic on the “Justice Time” program

Resumo: | As an answer to the volume of homicides in Ceara, the state government decided to increase the effectiveness of police investigations and to shorten the length of criminal lawsuits, by implementing, in 2017, the project “Time of Justice” as an instrument of institutional cooperation and procedural management. In 2018, the Covid-19 pandemic compromised the execution of in-person judicial proceedings. This paper intends to present the program and point out the impacts of those restrictions about the project. In order to accomplish that result, it was executed a mixed method research, demonstrating the dynamics of the Jury Court and indicating how the steps of the discovery of evidence and of trial were impacted by the pandemic. By discussing the peculiarities of the Jury Court, it was concluded that the nature of Jury Courts conflicted with technological innovations that imply suppression of individual rights and guarantees of the defendant, which is why the risk management of the “Time of Justice” would require legal changes. |

Em 2020, a Pandemia Covid-19 comprometeu a realização de atos judiciais presenciais. O presente artigo objetiva apresentar o programa e apontar os impactos dessas restrições sobre o projeto. Para tanto, realizou-se pesquisa bibliográfica e documental, demonstrando a dinâmica do tribunal do Júri e indicando como as fases de instrução processual e julgamento em plenário foram impactadas pela pandemia.
