Indexing of judgments in the context of the accounts court: preliminary studies for the preparation of a technical reading model

Resumo: Introduction: This paper discusses the organization of legal information, in particular the judgments produced by the court of accounts. In the literature of Librarianship and Information Science it has been identified a gap regarding the lack of systematic procedures for the subject analysis, which aims to identify the subject treated in the documents. It’s important to be remarked that the indexing of judgments would depend on the knowledge of the document structure, the legal terminology, and on techniques for the subject analysis. Objective: Starting from the gap found the objective of this study is the development of a model for the technical reading of judgments to guide the process of subject analysis, which is the first stage of indexing. This study belongs to the Management and Knowledge Organization Graduate Program of UFMG that it went through the Master’s qualifying exam in June of 2017. Methodology: It is a study case with a qualitative approach applied to the Minas Gerais State Accounts Court (TCEMG). Parcial results: The creation of the model is based on the guidelines of the NBR 12.676/1992, which regulates and systematizes the indexing process, besides the theoretical methodological foundations of Guimarães (1994, 2004), with an analysis made by categories. In addition to Cintra (1987), and Fujita (2003), with the documentary reading strategies, and the principles of judgments indexing of Silva (2008). Conclusion: As a result, it is expected to offer reading strategies that will assist the indexer on his activity and to minimize the subjectivity on the judgments thematic representation.

En la literatura de la Biblioteconomía y de la Ciencia de la Información se identificó un hueco referente a la falta de procedimientos sistematizados para el análisis de asunto, que visa a la identificación del asunto tratado en los documentos. Se resalta que la indexación de las sentencias depende del conocimiento de la estructura del documento, de la terminología jurídica y de técnicas para el análisis de asunto. Objetivo: A partir del hueco verificado, el objetivo de este estudio, calificado en el ámbito del Programa de Postgrado en Gerencia y Organización del Conocimiento de la UFMG, en junio de 2017, es la elaboración de un modelo de lectura técnica de sentencias para orientar el proceso del análisis de asunto, que es la primera etapa de la indexación. Metodología: Es un estudio de caso con enfoque cualitativo, aplicado en el Tribunal de Cuentas del Estado de Minas Gerais (TCEMG). Resultados parciales: La creación del modelo tiene como base las directrices de la norma NBR 12.676 / 1992, que normaliza y sistematiza el proceso de indexación, y los fundamentos teóricometodológicos de Guimarães (1994; 2004), con el análisis por categorías, de Cintra (1987) y Fujita (2003), con las estrategias de lectura documental, y los principios para la indexación de sentencias de Silva (2008). Conclusión: Como resultado se espera ofrecer estrategias de lectura que irán ayudar al indexador en su actividad y minimizar la subjetividad en la representación temática de las sentencias.Introdução: Este trabalho discute a organização da informação jurídica, em especial os acórdãos produzidos pelos tribunais de contas. Ressalta-se que a indexação dos acórdãos depende do conhecimento da estrutura do documento, da terminologia jurídica e de técnicas para a análise de assunto. Objetivo: Partindo da lacuna verificada, o objetivo deste estudo, qualificado no âmbito do Programa de Pós-graduação em Gestão e Organização do Conhecimento da UFMG, em junho de 2017, é a elaboração de um modelo de leitura técnica de acórdãos para orientar o processo da análise de assunto, que é a primeira etapa da indexação. Metodologia: É um estudo de caso com abordagem qualitativa, aplicada no Tribunal de Contas do Estado de Minas Gerais (TCEMG). Resultados parciais: A criação do modelo tem como base as diretrizes da norma NBR 12.676/1992, que normatiza e sistematiza o processo de indexação, e os fundamentos teórico-metodológicos de Guimarães (1994; 2004), com a análise por categorias, de Cintra (1987) e Fujita (2003), com as estratégias de leitura documentária, e os princípios para a indexação de acórdãos de Silva (2008).
