Access to public policy data: a perception through the informational field

Objective: Faced with this problem, the objective of the research is to represent elements of the informational field that allow the perception of the structure of the informational flow in the process of retrieving public policy data by small producers. Methodology: The methods used were bibliographical research, to substantiate the concept of Informational Field and Data Life Cycle; online searches to locate informational resources containing datasets on public policies for small farmers; and systematic direct observation, to record characteristics intrinsic to the informational flow. Next, the Unified Modeling Language was used to visually represent the structuring elements of the informational field resulting from the investigated process. Results: 19 Data Life Cycles were identified in the investigated informational field, each one having as holder a certain institution involved in the analyzed process (whether in the operation, control, evaluation, disclosure, etc.). Furthermore, the discussions reflect on the role of the technologies required for access and the characteristics of the content made available, and raise inferences from the representation of the elements of the informational field. Conclusions: It is concluded that the structure of the represented informational field is dynamic and is constantly changing in intensity, reflecting political and economic conjunctures.
