Política pública de cultura : uma análise da proposta do município de Londrina para projetos culturais estratégicos e independentes

Resumo: This study analyses the public funding model for cultural projects adopted by the city of Londrina, Brazil, in the period from 1992 to 2008. It differentiates the funding models adopted by the City Secretariat for the Culture. The first one is a tax waiver mechanism, based upon the Brazilian specific law named "Lei Rouanet", and the second is articulated by means of a special financing fund, with direct resources and specific budget for the incentive of culture in the city of Londrina. Cultural projects are divided in two models. The first consists of strategic cultural projects and programs that are defined by the city secretariat for the culture as projects which are able to scale the culture, promoting the cultural circuits everywhere in the city, making the public policies of culture effective. The second is composed by independent projects which, as the name itself explains, are originated from the free and independent enterprise by cultural producers. The independent projects are oriented to the traditional cultural circuits, with a possibility of insertion of local groups or communities. Its goal is to estimulate artistic and cultural production in the city neiborhoods. One of the objectives is exposing the amounts invested in cultural projects, making a comparison between the period in which the cultural production of Londrina depended essencially on tax waiver, and the amount in the period when investment was made through resources arising from FEPROC - Special Fund for Incentive of Cultural Projects. One undertook a revision with regards to what it is understood as strategic cultural projects and independent cultural projects. Therefore, it is verified that projects developed in partnership with the City Secretariat for the Culture have potentialized enjoyment and circulation of culture, as well as the formation of new audiences. The formation of new audiences makes the acknowledgement of cultural diversity possible. Such diversity, when financed by a public entity, finds an opportunity of projection, once the private initiative is not generally interested in investing in cultural projects which may not add value to a brand or product, granting thus greater visibility to the investor. The study presents the concept of culture as adopted by the city officials, analisyng how it is defined in official instruments such as: laws, decrees and notices of fomentation. It is also discussed whether such concept strengthens the relation among cultural managers, workers and, above all, the society.

Diferencia os modelos de financiamento adotados pela Secretaria Municipal de Cultura, sendo o primeiro na qualidade de mecanismo de renúncia fiscal baseado na proposta nacional da Lei Rouanet e, o segundo, sendo articulado via fundo especial de financiamento com recursos orçamentários diretos e com rubrica específica para o fomento à cultura do município de Londrina. Os projetos culturais são divididos em dois modelos. O primeiro sendo projetos e programas culturais estratégicos que são definidos pela secretaria municipal de cultura como projetos capazes de dimensionar a cultura impulsionando os circuitos culturais por toda a cidade e assim efetivar as políticas públicas de cultura. O segundo na qualidade de projetos independentes como o próprio nome traduz, devem nascer da iniciativa livre e independente dos produtores culturais. Os projetos independentes são direcionados ao circuito cultural tradicional com possibilidade de inserção de grupos locais ou de comunidades. A finalidade é de estimular a produção artística e cultural nos bairros da cidade. Um dos objetivos é expor o quantitativo investido nos projetos culturais, fazendo um comparativo do período em que a produção cultural de Londrina dependia essencialmente de renúncia fiscal e o quantitativo no período, cujo investimento se dava por meio dos recursos do FEPROC - Fundo Especial de Incentivo a Projetos Culturais. Empreendo uma revisão do que se entende por projetos culturais estratégicos e projetos culturais independentes. Assim, verifica-se se os projetos desenvolvidos em parceria com a Secretaria Municipal de Cultura têm propiciado a potencialização da fruição, circulação da cultura e formação de novos públicos. A formação de novos públicos possibilita o reconhecimento da diversidade cultural. Diversidade que encontra espaço para projeção quando financiada por um ente público, porque, em geral, a iniciativa privada não tem interesse em investir em projetos culturais que não possam agregar valor a marca ou ao produto garantindo maior visibilidade do investidor. O estudo apresenta o conceito de cultura adotado pelo município, analisando como ele é definido em instrumentos oficiais tais como: leis, decretos e editais de fomento.
