Rádio saúde : uma contribuição às políticas públicas de comunicação e saúde

The main objective of this work is to contribute with the improvement of the Brazilian Unified Health System [SUS], by means of the reflection about public communication and health policies proposed. This reflection, in essence, will be based on the analysis of Rádio Saúde [RS - Health Radio], a permanent health education, communication and information project from the State Department of Health of the State of Paraná. Based on the premise that the radio, when stimulating the capacities of hearing, interpretation and design of sceneries, is capable of creating a permanent flow of information and senses that result in an increase of the knowledge about population's health, the research presented herein tried to answer how to think Rádio Saúde within a public communication policy that has as model projects which purpose is a citizenship and polyphonic communication, within the principles of SUS. The effort was to breakdown the notion of communication (issuer + message + receiver = learning and change of behavior), demonstrate the complexity of communication (freedoms and constraints) and demonstrate how the agents involved with RS (listeners, radio producers, managers, health agents) represented notions about health, based on their interactions with the RS and their contexts. As theoretical references it was used the studies of the Pierre Bourdieu and of the Inesita Soares de Araújo. Bourdieu because he theorizes about the social world not only as a result of economic forces, but in a materialistic view of the symbolic dimension and its strength to orient behaviors and practices. The studies by Araújo, developed within the Communication & Health areas, in particular regarding its theoretical-methodological model of communication particular to the public policies, more specifically to the social intervention processes, worked as a reference to the exercise of the design of the Rádio Saúde Communication Map. This work describes the radio, a small part of its history and uses on education and health. Finally, it was concluded that Rádio Saúde, despite of all its constraints, seeks inspiration in the model that it considered communication as a production process for the social senses, that is not limited to the transmission of finished contents and that enables a better distribution of the speech positions.
