This thesis aims to understand as different values, sense and meanings are attributed to archival documents of a public institution and, in special way, how such representations influence in a formation of historical archives holding. From the problematic related with the values attributed to archival documents, it develops a study in a particularity institution, the "Arquivo Público do Paraná", analyzing especially the discourse about these documents in a publication, the "Boletim do Arquivo do Paraná", that was published from 1976 to 1989. It considered that the archival holdings definition and, besides the technician and scientific knowledge produced by the archival theory, another values interfere in the choice of what must be preserved or not, and generally it tends to be over blasted to the instrumental and information characteristics of the archival documents. A configuration that transforms the document in a symbol object is identified, and so, how much remembrance turn these documents into a sacred objects called "historic".
