Teacher valorization policy and career of Basic Education teachers in the state of São Paulo

Resumo: This paper analyzes the statutes and career plans of the teaching staff of the São Paulo state network and four São Paulo municipalities: Águas de São Pedro, São Caetano do Sul, Barra do Turvo and Natividade da Serra. The aim is to investigate whether and how guidelines of international organizations and what is prescribed in national legislation are present in the plans analyzed in the aspects related to career progression. It is a qualitative research, with a descriptive-analytical character, based on the technique of documentary analysis and semi-structured interviews with representatives of the municipal secretariats of Education. It was found that aspects of career plans and statutes were not implemented by the municipalities, influencing negatively over the legal possibilities of career progression. In addition, the plans present different formulations compared to the guidelines of the international organisms and of the national legislation, and do not, as a whole, constitute a real valorization of the teaching career.   Keywords: Teacher valorization. El objetivo es investigar si y cómo las directrices de los organismos internacionales y lo prescrito en la legislación nacional están presentes en los planes analizados en los aspectos relativos a la progresión en la carrera. Se trata de una investigación cualitativa, de carácter descriptivo-analítico, basada en la técnica de análisis documental y entrevistas semiestructuradas con representantes de las secretarías municipales de Educación. Se constató que aspectos de los planes de carrera y estatutos no fueron implementados por los municipios, influyendo negativamente en las posibilidades legales de progresión en la carrera. Además de eso, los planes presentan formulaciones distintas de las directrices de los organismos internacionales y la legislación nacional, no constituyendo, en su conjunto, una verdadera valoración de la carrera docente.   Palabras clave: Valoración docente. Magisterio público.Neste artigo, são analisados estatutos e planos de carreira do magistério da Rede Estadual de São Paulo e de quatro municípios paulistas: Águas de São Pedro, São Caetano do Sul, Barra do Turvo e Natividade da Serra. O objetivo é investigar se e como orientações de organismos internacionais e o prescrito na legislação nacional estão presentes nos planos analisados nos aspectos relacionados à progressão na carreira. Trata-se de pesquisa qualitativa, de caráter descritivo-analítico, com base na técnica de análise documental e entrevistas semiestruturadas com representantes das secretarias municipais de Educação. Constatou-se que aspectos dos planos de carreira e estatutos não foram implementados pelos municípios, influenciando negativamente as possibilidades legais de progressão na carreira. Além disso, os planos apresentam formulações diversas das orientações dos organismos internacionais e da legislação nacional, não conformando, em seu conjunto, uma verdadeira valorização da carreira docente.   Palavras-chave: Valorização docente.
