The trajectory of the Nacional Curricular Common Base (BNCC): analysis of oficial texts

Resumo: | The article analyzes the trajectory of the National Curricular Common Base (BNCC) that spanned two different government cycles: Dilma Rousseff (2011-2016) and Michel Temer (2016-2018). Documents such as BNCC versions, ordinances and guidelines were analyzed. Publications dealing with the process of building this policy were also consulted. Two contexts guided the analysis: conjunctures and policy contentes. The analysis brought some evidence: BNCC's trajectory does not reveal linearity; Political scenarios, in a way, are translated into official texts, as there are significant differences between the 2016 and 2017 versions in relation, for example, to the guiding principles, the actors involved in the construction and the target audience of this policy. Finally, official texts are important to understand the trajectory of a policy, because, in addition to revealing advances and ruptures, they provide elements to understand the complexity that permeates the process of formulation and implementation of educational policies. |

Se analizaron documentos como versiones del BNCC, ordenanzas y lineamientos. También se consultaron publicaciones que tratan sobre el proceso de construcción de esta política. Dos contextos guiaron el análisis: coyunturas y contenidos de política. El análisis trajo algunas evidencias: la trayectoria de BNCC no revela linealidad; Los escenarios políticos, en cierto modo, se traducen a textos oficiales, pues existen diferencias significativas entre las versiones de 2016 y 2017 en relación, por ejemplo, a los principios rectores, los actores involucrados en la construcción y el público objetivo de esta política. Finalmente, los textos oficiales son importantes para comprender la trayectoria de una política, pues, además de revelar avances y rupturas, brindan elementos para comprender la complejidad que atraviesa el proceso de formulación e implementación de las políticas educativas.O artigo analisa a trajetória da Base Nacional Comum Curricular (BNCC) que perpassou dois ciclos de governos distintos: Dilma Rousseff (2011-2016) e Michel Temer (2016-2018). Foram analisados documentos como as versões da BNCC, portarias e diretrizes. Também foram consultadas publicações que tratam do processo de construção dessa política. Dois contextos orientaram a análise: conjunturas e conteúdos da política. A análise trouxe algumas evidências: a trajetória da BNCC não revela uma linearidade; os cenários políticos, de certa forma, são traduzidos nos textos oficiais, pois há diferenças significativas entre as versões 2016 e 2017 em relação, por exemplo, aos princípios norteadores, aos atores envolvidos na construção e o público-alvo destinatário dessa política.
