Charter schools, management contracts and assessment: IDEB as a contractual clause

Resumo: The article analyzes a proposal for education in Goiás inspired by charter schools. The charter model, created in the United States of America, takes on different designs, with private management with public funding as common characteristics. Brazil, for decades, has lived with similar privatization policies, however, recently the pro-charter movement has gained strength, presenting the model as an innovator and an example to be adopted. The Goiás proposal presents itself as capable of improving IDEB by reducing bureaucratization and privatization of management, so the objective of the article is to analyze the role of external evaluation in the program. External evaluation has been an important pillar in recent educational public policies. More than evaluating educational networks to support the formulation of policies, the result indicators are strategic tools of the discourse that relate quality of education to the results of exams. In the case of management contracts, the proficiency indexes become contractual clauses, deepen accountability and serve as a justification for the adoption of the program. The main question that led the research path was: in what ways can the association between external evaluation and management contracts contribute to deepening the accountability of schools for their results? Based on the question, a documentary analysis of the notices and draft contracts was carried out, which point out that the program could represent a deepening of accountability through external evaluation, with school management and teaching work more oriented to results. El modelo creado en los Estados Unidos de América, adopta diferentes diseños, teniendo la gestión privada con fondos públicos como características comunes. Brasil, durante décadas, ha vivido con políticas de privatización similares, sin embargo, recientemente el movimiento pro chárter ha ganado fuerza, presentando el modelo como un innovador y un ejemplo a adoptar. La propuesta de Goiás se presenta como capaz de mejorar el IDEB mediante la reducción de la burocracia y la privatización de la gestión. El artículo tiene como objetivo analizar el papel de la evaluación externa en el programa. La evaluación externa ha sido un pilar importante en las políticas públicas educativas recientes. Más que evaluar las redes educativas para apoyar la formulación de políticas, los indicadores de resultados son herramientas estratégicas del discurso que relacionan la calidad de la educación con los resultados de los exámenes. En el caso de los contratos de gestión, los índices de competencia se convierten en cláusulas contractuales, profundizan la rendición de cuentas y sirven como justificación para la adopción del programa. La pregunta principal que abrió el camino en la investigación fue: ¿de qué manera puede la asociación entre la evaluación externa y los contratos de gestión contribuir a profundizar la responsabilidad de las escuelas por sus resultados? Sobre la base de la pregunta, se realizó un análisis documental de los avisos y proyectos de contratos, que señala que el programa podría representar una profundización de la rendición de cuentas a través de la evaluación externa, con la gestión escolar y el trabajo docente más orientado a los resultados. O modelo charter, criado nos Estados Unidos da América, assume diferentes desenhos, tendo como características comuns a gestão privada com financiamento público. O Brasil, há décadas convive com políticas semelhantes de privatização, porém, recentemente o movimento pró-charter ganhou força, apresentando o modelo como inovador e exemplo a ser adotado. A proposta goiana se apresenta como capaz de melhorar o IDEB por meio da desburocratização e privatização da gestão, por isso o objetivo do artigo é analisar o papel da avaliação externa no programa. A avaliação externa tem sido um pilar importante nas políticas públicas educacionais recentes. Mais do que avaliar redes de ensino para subsidiar a formulação de políticas, os indicadores de resultados são ferramentas estratégicas do discurso que relaciona qualidade da educação aos resultados dos exames. No caso dos contratos de gestão, os índices de proficiência transformam-se em cláusulas contratuais, aprofundam a responsabilização e servem de justificativa para a adoção do programa. A principal questão que conduziu os caminhos da pesquisa foi: de que maneiras a associação entre avaliação externa e contratos de gestão podem contribuir para o aprofundamento da responsabilização das escolas por seus resultados? Partindo da pergunta foi realizada uma análise documental dos editais e minutas de contratos, que apontam que o programa poderia representar um aprofundamento da responsabilização via avaliação externa, com a gestão escolar e o trabalho docente mais orientados para resultados.
