Ordenamento territorial. Estatuto da Metrópole. Abstract The article analyzes the impact of the creation of metropolitan regions by the State in the exercise of municipal powers to promote proper land use. It starts with the distribution of powers among the federal entities system and the need to meet specific urban demands towards the integration, planning and implementation of the so called public functions of common interest, as provided for in Article 25, paragraph 3, of Federal Constitution. The promotion of spatial planning should be done by all federal entities, to the extent of its powers established in the Constitution, and in the case of metropolitan regions there is a need for integration of public policies of the Union, the states and municipalities, where there is no room for isolated decisions by each municipality involved. It also analyzes the rules in the Statute of the Metropolis on the integration of different federal entities in the exercise of public functions of common interest. Keywords: Metropolitan region. Public functions of common interest. Land use. Statute of the Metropolis. |
