Sistema de avaliação de programas e projetos de educação ambiental para gestão de recursos hídricos (SAPEA-Água)

Resumo: | Future projections indicate that climate change will intensify the use of fresh water from non-renewable underground reserves in many countries. The reason is that droughts are expected to become more frequent and/or severe in many regions, increasing the pressure to use water from aquifers. Forecasts are that by the end of this century, global use of non-renewable underground water will increase by a third and will correspond to 40% of human water consumption. In Brazil in 2015, several states suffered water crises, mainly in the Southeast and Northeast regions. In this context of water shortage, environmental education can be an instrument to stimulate critical thinking about the factors that generate this problem and contribute to finding solutions, including by changing the behavior of various sectors of society. However, some studies have indicated the methodological fragility of environmental education programs/projects focused on management of water resources. Unfortunately, most of these initiatives fail to specify the current of environmental education adopted and involve isolated and reductionist educational practices. Therefore, I formulated a set of indicators and the respective ways to evaluate environmental education initiatives involving integrated management of water resources, based on a critical and emancipatory theoretical-methodological foundation. This led to the creation of the System to Evaluate Environmental Education Programs and Projects for Management of Water Resources (SAPEA-Water). Application of this system can support the evaluate process such initiatives, increasing the quantity, quality and effectiveness of environmental education focused on water management. This thesis employs a qualitative-quantitative approach through a combination of bibliographical research and content analysis of documents pertaining to environmental education, for the purpose of evaluating the level of contextualization, interdisciplinarity, participation, communication and self-evaluation of environmental education initiatives related to water resources. The system was validated by the Delphi method, including submission to two specialists in the themes of water resources and environmental education. I believe that the SAPEA-Water can help improve the theoretical conception and practices of environmental education programs/projects aimed at water management, by placing priority on critical educational processes. The preliminary results show that although the SAPEA-Water represents an epistemological advance in the environmental area, its effectiveness depends on subsequent steps, such as monitored application and future improvement, wider disclosure and training courses in use of the evaluation system |

Isto porque, com essas mudanças, as secas tendem a ser mais frequentes em muitas regiões, aumentando a pressão sobre as reservas de água subterrânea. Globalmente, pensa-se que, até o final do século XXI, o uso de água subterrânea não renovável aumentará na proporção de um terço e compreenderá 40% do consumo humano de água. No Brasil, em 2015, a crise hídrica atingiu vários estados brasileiros, principalmente nas regiões Sudeste e Nordeste. Neste contexto de escassez de água, a educação ambiental apresenta-se como um instrumento capaz de estimular posturas críticas sobre os fatores geradores dessa crise e contribuir junto à comunidade local e à diversos setores da sociedade na busca de soluções para a problemática hídrica. No entanto, estudos apontam para a fragilidade metodológica dos programas/projetos de educação ambiental voltados para a gestão de recursos hídricos. Percebe-se que a maioria dos programas/projetos em desenvolvimento não especificam a vertente de educação ambiental que adotam e privilegiam práticas educativas pontuais e reducionistas. Nessa perspectiva, este estudo/pesquisa elaborou um conjunto de indicadores e respectivos meios de verificação para a avaliação de programas/projetos de educação ambiental para gestão integrada de recursos hídricos, a partir da fundamentação teórico-metodológica crítica e emancipatória, e sob essa base formulou o Sistema de Avaliação de Programas e Projetos de Educação Ambiental para Gestão de Recursos Hídricos (SAPEA-Água). Com esse sistema espera-se subsidiar o processo de avaliação dos referidos projetos/programas e ampliar a quantidade, a qualidade e a efetividade de programas/projetos de educação ambiental no âmbito da gestão das águas. Esta tese adota uma abordagem metodológica quali-quantitativa na combinação de pesquisa bibliográfica e de análise de conteúdo de documentos balizadores da educação ambiental, com a finalidade de avaliar o nível de contextualização, interdisciplinaridade, participação, sustentabilidade, comunicação e auto avaliação dos programas/projetos de educação ambiental relacionados aos recursos hídricos. A validação do SAPEA-Água foi obtida nas linhas da metodologia de análise Delphi, sendo submetido a dois especialistas nas temáticas recursos hídricos e educação ambiental. Considera-se que o SAPEA-Água pode contribuir para o aperfeiçoamento da concepção teórica e prática dos programas/projetos de educação ambiental para a gestão das águas, privilegiando processos educativos críticos.
