The charging for water use, it should not be understood only as "a" of the instruments of the National Water Resources Policy. It is "the" tool that gives meaning and robustness to the National Water Resources System. The collection is the instrument that enables and embodies the purpose and gives definition to the Basin Committees: a qualitative and quantitative recovery of Watershed. Therefore, the growing balance of the State Fund of Water Resources of Rio de Janeiro (FUNDRHI) serves us alert and invites us to reflect. This study aims to describe the processes of FUNDRHI and analyze the functional performance, offering alternatives and pointing ways for improvement, both in the administrative aspect, as in the operational aspect. Therefore, we used the databases of the State Environmental Institute (INEA) on the financial transactions of the state fund between 2004 and 2014, the main legal references and some technical publications on the subject studied. After compilation of the information available, it appears that whatever the methodology used and the comparison basis, the application performance of financial resources FUNDRHI is always lower than the average of other comparable basis. Another finding indicates that in all the processes described and analyzed, those who are under the responsibility of basin committees have the greatest potential for operational improvements and capital gains in runtimes, making it more responsive to application of funds from the collection. We conclude that the growing balance of FUNDRHI is not a peculiarity of the state of Rio de Janeiro since the other references analyzed in greater or lesser extent, have this same characteristic. Moreover, recent results have other funds satisfactory and serve as reference to the current challenges. Undoubtedly, there are many challenges, but the greater the possibilities. The state of Rio de Janeiro is facing another historic opportunity to exercise its main feature in water resources management: the innovation.
