This master dissertation text intends to discuss the main issues involved in the implementation of the Unified Social Assistance System (SUAS) in the state of Rio de Janeiro, based on the municipality of Magé. The main objective is to understand the aspects that translate as challenges and tensions related to the issues of decentralization and intersectoriality, guiding elements for the implementation of the System. For this, we conducted bibliographic research, documentary research and field research that allowed us to grasp various aspects of this implementation process. In the construction of the dissertation, in order to be able to present and properly analyze these aspects, it was necessary to perform a historical contextualization about the State's performance in the social field in the advanced capitalism countries, considering the specificities of the economic-social and state formation in Brazil, as well as a presentation of the main issues related to the historical construction of social assistance as a public policy in the country and the characteristics assumed by the social assistance sector, especially from the provisions of the Federal Constitution of 1988 and its developments. In this case, we highlight the organization of this sector based on the National Social Assistance Policy (PNAS), considering the specificities of the operationalization of the sector in its institutional bases in the city of Magé-RJ, with emphasis on decentralization and intersectorial strategies. The dissertation is organized in four chapters, the first one intended to bring historical aspects of the State performance in the social field, from the contribution of authors such as Castel (1998), Mandel (1985), Piana (2009) Pochmann (2014), Fernandes (1987) and Santos (1987). The second chapter was intended to provide a general characterization of SUAS and a presentation of conceptual aspects of decentralization and intersectoriality. In the third chapter, we present a brief history and a general characterization of the local reality of the implementation of SUAS, in the municipality of Magé. And in the fourth and last chapter we analyze the decentralization and intersectoriality strategies from the municipal reality. In the final considerations, we observe the challenges still present in the operationalization of the Social Assistance Policy and the challenges and tensions that are part of the daily life of workers who work at SUAS institutional bases.
