The rising generation of waste and the waste of public offices, the costs of its management and the need for social inclusion of scavengers were the drivers for the model of Management Solid Waste Recycling Program (MGRSR) developed in order to implement the Solidarity Selective Collection in public companies and industries. The questions that guided the development of this work were: How the Solidarity selective collection impacts the management of a company? There are difficulties in the implementation of Federal Decree 5940/06? The MGRSR was based on the PDCA model (NBR 14001:2004), the Handbook of Waste Management FIRJAN, and the legal requirements governing the Waste Management and Solidarity Selective Collection in Brazil. It was adopted as a methodology, the case study in a public heavy mechanical factory, for its characteristics of production and large generation of scrap metal and the use of concept maps developed by the IHMC CMap Tools v.05.04.01. The main results of applying this model: development of internal procedures; optimization of waste segregation with decrease in the percentage of hazardous waste generated and increase the rate of recycling; environmental awareness and formalizing terms of agreement for donation with cooperatives and associations in the period from 2009 to 2011. However, the following obstacles were faced: lack of adequate area for storage and Logistical problems in sorting the waste, the cooperatives warehouses without environmental licenses to store the waste, the resistance of the donation of recyclable waste is that about 300,000 Reais per year would no longer return to the Industry affecting its budget and the fact that the researcher is also one of the actors in the process of program implementation. Recommendations were made to review the suggested model: Include Environmental Projects in the Planning Phase for local cooperatives and guarantee funding for the Selective Collection Program Development; create a waste reduction program, create report to be submitted to the Comitê Interministerial de Inclusão Social dos Catadores de Materiais Recicláveis and INEA with suggestions for the amendment of Decree nº 5940/06 and the half-yearly reports, and verify the possibility of replicating the MGRSR in other organizations. In conclusion, the MGRSR was applicable to the study object and it was realized that the Solidarity Selective Collection Program allows the environmental awareness of the social actors involved; social inclusion; improving corporate image; reducing waste and waste generated savings for the medium and long term; strengthen between the various public organizations; increase employment and income to improving the health and work of scavengers.
