SOCIAL MOVEMENTS AND PUBLIC POLICIES: the multi-organizational implementation field of associative programs

Resumo: The article reflects on the implementation of public policies by civil society, especially when that is anassociative program – a type of public policy that offers the centrality of the implementation process to certain social groups. Since the implementation of associative programs has several challenges, weanalyze how social organizations that implemented the CDS modality of the Food Acquisition Program (PAA), between 2009 and 2017, in Americana and Sumaré (SP), responded to them. The study is based on semi-structured interviews, field visits, and documentary analysis. The results show that the associative program creates a new multiorganizationalfield that involves social and stateactors from a new configuration of forces and roles. Mobilizing this field is essential so that social organizations can deal with the challenges of itsimplementation. The resources available to them in accessing it is impacted by policy design andpolitical-institutional changes.

Comme la mise en oeuvre de ces programmes a plusieurs défis, nous analysons comment lesorganisations de la société civile qui ont fait la mise en oeuvre de la modalité de la CDS du Programme  d’Acquisition d’Aliments (PAA), entre 2009 et 2017, à Americana et Sumaré (SP), ont répondu à ces défis. L’étude est subventionnée par des entretienssemi-structurés, des visites sur le terrain et d’une analyse documentaire. Les résultats montrent que le  programme associatif crée un nouveau champ multi-organisationnel qui implique des acteurs sociaux et de l’État d’une nouvelle configuration deforces et de papiers. Mobiliser ce  domaine est la clé pour que les organisations fassent face aux défis dela mise en oeuvre de la modalité CDS. Les ressources disponibles pour  l’accéder sont touchées par des changements dans la composition de la politique et des changements politique-institutionnels. O artigo reflete sobre a implementação de políticas públicas pela sociedade civil, especialmente quando esta é um programa associativo – um tipo de política que confere a centralidade do processo de implementação a determinados grupos sociais. Como a implementação desses programas apresenta diversos desafios, analisamos como as organizações societárias que implementaram a modalidade CDS do PAA, entre 2009 e 2017, em Americana e Sumaré (SP), responderam a eles. O estudo é subsidiado por entrevistas semiestruturadas, visitas de campo e análise documental. Os resultados mostram que o programa associativo cria um novo campo multiorganizacional que envolve atores sociais e estatais a partir de uma nova configuração de forças e papéis. Mobilizar esse campo é fundamental para que as organizações lidem com os desafios de sua implementação.
