Estes, somados à situação atual de grande geração de RS e suas consequências, levantam questionamentos quanto aos processos e etapas do gerenciamento dos RS, como a coleta e o transporte dos resíduos sólidos urbanos (RSU), que representam a parcela mais onerosa do serviço de limpeza urbana e manejo dos RS, e que geram impacto ambiental e social consideráveis. A hipótese que aqui se estabelece é que este serviço não é considerado pelas políticas de gestão de RS brasileiras. Esta pesquisa investiga, especificamente, como o transporte dos RSU é abordado nas políticas sobre gestão de RS, principalmente na escala local, que é a mais afetada por esta etapa do processo, através de uma análise da PNRS, do Plano Nacional de RS e dos Planos Municipais de Gestão Integrada de Resíduos Sólidos (PMGIRS) dos Municípios do Grande ABC, Região Metropolitana de São Paulo. Para estabelecer uma base reflexiva a ser aplicada nesta análise, foram constituídas categorias analíticas a partir das diretivas de RS portuguesas e da abordagem destas sobre a problemática do transporte dos RS. Constatou-se que as diretivas brasileiras, mesmo as locais, citam o transporte apenas como uma etapa do gerenciamento dos RS, não abordando a importância deste processo, ou o impacto causado por ele, sem preocuparem-se em regulá-lo.The Law No. 12.305 of 2010, which sanctioned the National Policy on Solid Waste establishes new paradigms for solid waste (SW) management in Brazil. These, added to the current situation of great generation of SW and its consequences, raise questions about the processes and stages of management of the SW, as the collection and transportation of municipal solid waste (MSW), which represents the most costly portion of service urban sanitation and management of SW, and generates significant social and environmental impact. The hypothesis here established is that this service is not considered by Brazilian solid waste management policies. This research examines specifically how the transport of MSW is approached in public policies on the SW management, especially in the local level, which is the most affected by this process step, through an analysis of the National Policy and Plan of solid waste and Municipal plans for management of solid waste of the Grande ABC municipalities, metropolitan region of São Paulo. To establish a reflective base to be applied, analytical categories were constituted from the Portuguese SW policies and their approach of the problem of transport of SW.
