Education and Violence: : reflections on homicides, school dropouts and youth vulnerability in Fortaleza, Ceará

Resumo: Amid the penetration of criminal groups, the so-called “facções”, in the popular neighborhoods of the capital of Ceará, in this article we will seek to explore the possible connections between school dropouts and experiences of vulnerability to the homicide of young people in these spaces of the city. The reflections are drawn from a bibliographical study interspersed with observations and excerpts from the researchers' field diaries based on their experiences in the Cearense Committee for the Prevention of Homicide in Adolescence (CCPHA). The data presented show that the main victims of homicides are young people aged 15 to 29 years, male, black and with low education. We observe that, although education is a social right guaranteed by law, it is still not concretely effective for all subjects, so that those most vulnerable face a series of obstacles, ranging from the difficulties in getting a place in the school network to the ban on attending the educational establishment, due to its location in territories dominated by “rival factions”, which often lead them to drop out of school before completing basic education. From this perspective, education has the potential to act as a protective factor in the lives of adolescents, being a viable path in the process of confronting and preventing crime, in particular, homicide among young people.

Las reflexiones provienen de un estudio bibliográfico intercalado con observaciones y extractos de los diarios de campo de los investigadores a partir de sus experiencias en el Comité Cearense para la Prevención del Homicidio en la Adolescencia (CCPHA). Los datos presentados muestran que las principales víctimas de homicidios son los jóvenes de 15 a 29 años, hombres, negros y con baja escolaridad. Observamos que, si bien la educación es un derecho social garantizado por la ley, aún no es concretamente efectivo para todos los sujetos, por lo que los más vulnerables enfrentan una serie de obstáculos, que van desde las dificultades para conseguir un lugar en la red escolar hasta la prohibición. en la asistencia al establecimiento educativo, debido a su ubicación en territorios dominados por “facciones rivales”, que muchas veces los llevan a abandonar la escuela antes de completar la educación básica. Desde esta perspectiva, la educación tiene el potencial de actuar como factor protector en la vida de los adolescentes, siendo un camino viable en el proceso de confrontación y prevención del delito, en particular, el homicidio entre los jóvenes.Em meio à penetração de coletivos criminais, as chamadas “facções”, nos bairros populares da capital cearense, neste artigo buscaremos explorar as possíveis conexões entre abandono escolar e experiências de vulnerabilidade aos homicídios de jovens nesses espaços da cidade. As reflexões são traçadas a partir de um estudo bibliográfico intercalado com observações e trechos dos diários de campo dos pesquisadores a partir de suas experiências no Comitê Cearense pela Prevenção de Homicídios na Adolescência (CCPHA). Os dados apresentados demonstram que as principais vítimas de homicídios são jovens na faixa etária de 15 a 29 anos, do sexo masculino, negros e com baixa escolaridade. Observamos que, embora a educação seja um direito social garantido por lei, ela ainda não se efetiva concretamente para todos os sujeitos, de modo que aqueles mais vulneráveis enfrentam uma série de obstáculos, que envolvem desde as dificuldades para conseguir uma vaga na rede escolar até a proibição de frequentar o estabelecimento educacional, devido à localização do mesmo em territórios dominados por “facções rivais”, que os levam muitas vezes ao abandono escolar antes da conclusão da educação básica.
