Between protagonism and individualism: the notion of freedom of choice in a Public-Private Partnership for education

Resumo: In the current context, Public-Private Partnerships (PPP) has expanded as a management model in basic Brazilian education, forming a specific education project. With the greater insertion of these PPP it has been possible to observe qualitative changes in the sense of educational practice, as well as in the contents worked with students. Seeking to unveil the political meaning assumed by these institutions this article aims to apprehend the conceptions of freedom of choice and professional choice present in the booklet of one of these PPP - the Institute of Co-responsibility for Education (ICE). Based on historical dialectical materialism, sought to analyze the handout produced by the Institute, which focuses on the elaboration of a “Life Project” for high school students. With such analysis, it was possible to perceive that the notions of “freedom of choice” and “professional choice” support the reproduction of the dominant ideology, especially in relation to bourgeois individualism. It is discussed how the material brings a conception of freedom based on meritocracy, ignoring the social and historical determinations of the choice process, thus approaching non-freedom. Finally, it is discussed how this conception contributes to training for alienated work and not for integral formation of students.

Con la mayor inserción actual de PPP se han podido observar cambios cualitativos en el sentido de la práctica educativa, así como en los contenidos trabajados con los estudiantes. Buscando develar el sentido político asumido por estas instituciones este artículo tiene como objetivo aprehender las concepciones de libertad de elección y elección profesional presentes en el folleto de uno de estos PPP - el Instituto de Corresponsabilidad por la Educación (ICE). Partiendo del materialismo dialéctico histórico, se buscó analizar el folleto elaborado por el Instituto, que se centra en la elaboración de un “Proyecto de Vida” para estudiantes de secundaria. Con tal análisis, fue posible percibir que las nociones de “libertad de elección” y “elección profesional” sustentan la reproducción de la ideología dominante, especialmente en relación con el individualismo burgués. Se discute cómo el material aporta una concepción de la libertad basada en la meritocracia, desconociendo las determinaciones sociales e históricas del proceso de elección, acercándose así a la no libertad. Finalmente, se discute cómo esta concepción contribuye a la formación para el trabajo alienado y no para la formación integral de los estudiantes.No contexto atual as Parcerias Público-Privadas (PPP) têm se expandido como modelo de gestão na educação básica brasileira, conformando um projeto específico de educação. Com a maior inserção destas PPP tem sido possível observar mudanças qualitativas no sentido da prática educacional, bem como nos conteúdos trabalhados com os estudantes. Buscando desvelar o sentido político assumido por essas instituições esse artigo tem como objetivo apreender as concepções de liberdade de escolha e escolha profissional presentes na apostila de uma dessas PPP – o Instituto de Co-responsabilidade pela Educação (ICE). A partir do materialismo histórico dialético, buscou-se analisar a apostila produzida pelo Instituto, que tem como foco a elaboração de um “Projeto de Vida” para os estudantes do ensino médio. Com tal análise, foi possível perceber que as noções de “liberdade de escolha” e “escolha profissional” sustentam a reprodução da ideologia dominante, sobretudo em relação ao individualismo burguês. Discute-se como o material traz uma concepção de liberdade calcada na meritocracia, ignorando as determinações sociais e históricas do processo de escolha, aproximando-se, assim, da não-liberdade.
