The study is based on existing laws emanating mainly from the Ceara state, but observed the rules and the Federal Constitution of the Federative Republic of Brazil. Seeking to know basically the public security organs of state, its history, missions, organizational structures and rules governing the Secretariat of Public Security and Social Protection of Ceara that the Corregedoria and the two policemen are linked. Their powers, duties, statutes and regulations that dictate how it should carry and act if those institutions and servers and what the repercussions of their actions in society, are commented in the text. The issue of violent crime is analyzed and reflected. This is a descriptive study of nature, based on the collection and analysis of existing data in databases available, institutions and government agencies such as state and federal SSPDS-EC, Civil Police and Military, Ministry of Justice, Bureau of National Public Security and Network Infoseg, and other institutes of research with considerable credibility in the country, such as: CESec; CRISP; IBCCRIM; ILANUD Brazil; Ipeadata; Reference Center for Urban Security and others. For characterization of the agencies of public security cearense and collection of information on public policies, human resources, wages, benefits, training, qualifications and conduct are no laws that have on the subject, but, also, was applied in a separate interview with questionnaire people in the exercise of office related to the theme police, control and corregedoria.A fundamentação legal e o aspecto técnico-operacional de como funcionam as Agências de Segurança Pública no Estado, sob administração e coordenação da Secretaria de Segurança Pública e Defesa Social do Estado do Ceará, e o controle exercido sobre a atividade policial civil e militar é o foco central desta pesquisa. O estudo está pautado em legislações vigentes emanadas principalmente do Estado do Ceará, mas observadas as normas Federais e a Constituição da República Federativa do Brasil. Procura-se conhecer fundamentalmente os órgãos de segurança pública estaduais, seus históricos, missões, estruturas organizacionais e as normas que regem a Secretaria de Segurança Pública e Defesa Social do Ceará a qual a Corregedoria e as duas polícias estão vinculadas. Suas competências, atribuições, estatutos e regulamentos que ditam como deve se portar e agir essas instituições e servidores e quais os reflexos de suas ações na vida da sociedade, são comentados no texto. A problemática da criminalidade violenta também é analisada e refletida. Trata-se de um estudo de natureza descritiva, baseado na coleta e análise de dados existentes nos bancos de dados disponibilizados, de Instituições e órgãos governamentais estaduais e federais como a SSPDS-CE, Polícia Civil e Militar, Ministério da Justiça, Secretaria Nacional de Segurança Pública e Rede Infoseg, e ainda outros Institutos de pesquisas com credibilidade considerável no País, como: CESec; CRISP; IBCCRIM; ILANUD Brasil; Ipeadata; Núcleo de Referência de Segurança Urbana e outros. Para caracterização das agências de segurança pública cearense e coleta de informações sobre políticas públicas de recursos humanos, salários, benefícios, treinamento, qualificação e condutas há leis que dispõe sobre o assunto, mas, além disso, aplicou-se um questionário em entrevista individual com pessoas no exercício de cargo relacionado ao tema polícia, controle e corregedoria.
