This article presents some essential points that enable an accurate evaluation of social public policies. Our research is motivated by the widely understood inadequacies of the classic models for the evaluation of public policies. It will address the urgent need to undertake research that takes into account the social, economic, political, and cultural context, as well as the importance of institutional analysis, the relations of power, and the interests and values that permeate the process of formulation and implementation of those policies. First of all we presented the main theoretical-methodological lines in public policies evaluation, at world level and in Brazil; then we presented your limits, and finally some propositions for a procedural approach, multidimensional and interdisciplinar. A conclusion is that a depth evaluation needs to accomplish three analytic dimensions: content, context and institutional analysis of programs and politics, and both temporality and territoriality.
