The main function of the state is to promote the well-being of the population through actions that act in different social and economic areas, for this, the planning of public policies requires a diagnosis of the situation on which one intends to act and the Human Development Indexes Are tools that provide an instrumental picture of decision making. The main objective of this study was to analyze which factors contribute to the IDH of the municipalities that make up the Lower Middle of the Apodi / Mossoró – RN, Brazil. River Basin. For that, simple descriptive statistics tools and georeferenced analysis were used through thematic maps on socioeconomic data, in particular, the IDH and its components calculated from 1991 to 2010. It was noticed that, in general, the municipalities studied presented a Positive growth of the IDH when there is a higher growth rate in relation to Education, although IDH Education was the one that contributed least to the final value of the IDH, but it was the factor that contributed the most to the growth of the region and, even with the Is still behind Longevity and Income, thus showing that there has been a long evolution of this index.
