Resumo: In the last decade, the term open government has come to be considered a modern method of governance that provides a new space for openness based on transparency, participation, and collaboration. In the field's academic literature, little attention has been paid to these principles, especially collaboration. For this reason, the aim of this essay was to discuss the different ways of classifying the collaboration between governmental and non-governmental actors and clarify what its characteristics should be as open government principle. In summary, the study demonstrated that, in an open government, collaborative practice must go beyond partnerships based on concessions or the public service outsourcing. When collaboration is the best way forward, the government needs to be, in fact, open to working together and sharing resources and responsibilities, always looking out for the best way to serve the public interest.

Na literatura acadêmica do campo, pouca atenção tem sido dada a estes princípios, especialmente à colaboração. Por essa razão, os objetivos deste estudo foram identificar, a partir de uma análise teórico-conceitual, as diferentes formas de se classificar a colaboração entre diferentes atores governamentais e não governamentais e distinguir quais de suas características são consideradas adequadas enquanto princípio de governo aberto. Em síntese, o estudo demonstrou que, em um governo aberto, a prática colaborativa deve ir além das parcerias baseadas em concessões ou da terceirização do serviço público.
