The objective of this study is to analyze the role and the social participation in environmental management within the licensing process of activities of exploration and production (E&P) of petroleum and gas in the Campos Basin. The activities of E&P of petroleum and gas fulfilled in the State of Rio de Janeiro, supplies the greatest part of Brazil s energetic demand, besides contributing in a significant way to the economic development of the country. Nevertheless, it deals with potential pollute activity and therefore is subject to the environmental licensing process. This work, presents instruments and norms of public management, instituted to subsidize environmental management with emphasis on the licensing. It contextualizes the importance of the Campos Basin, as the major petroleum reserve on the Brazilian mainland and approaches the impact of the activity of E&P of petroleum. Besides this, it presents concerning questions as to participation of citizens in environmental management, especially, the communities potentially affected by exploration activities of this finite energy source. The objective of the research was reached with bibliographic revision and application of field questionnaires on representatives of society, IBAMA and companies in the Campos Basin region. The data collected were dealt with by means of analysis content and by paraconsistent logic. The principal conclusions of this work register (1) the perception of the respondents regarding to the importance of the participation of society in the licensing and its coresponsibility in the accompaniment, verifications and taking of decisions in public interest process; (2) evaluation of nine characteristics, selected from literature, for public hearings; (3) The suggestion of thirty-three factors for amelioration of public hearings, referring to communication, environmental education and organization and planning; (4) and furthermore the necessity of improvement in relationships among three responsible players in the environment licensing process: Society, IBAMA and Companies.
