The Civil Construction Industry is considered been slow in such a way technology as managemental, when compared with other sectors. In the desire of it´s modernizing the construction sector has demonstrated great advances through the incorporation, to its traditional activities, of new technologies of process. The management of safety and occupational health, however, generates great problems, mainly due the difficulty of the management in using more modern boardings in the conception of support tools the management, increased of the inexistence of theoretical support, directed to the sector, and the existence of a culture of negation of the widely spread out risk between the staff. Inside of this context, the present work aims at to provide to the development of a new vision of the safety and occupational health for the civil construction industry, through a systematic boarding, that can be used by professionals of the area, presenting, in this context the implementation of one program of conditions and environment of work in the construction industry - PCMAT, through the proposal of a structure of model, that systemize the implementation of security programs and health in the work, relative the strategies for the improvement of the safety performance. With this, one searched to raise elements that make possible the construction of the bases for the implementation of systems of management of the safety and occupational health in the companies of civil construction.
