Resumo: My main objective in this research is, taking the Foucault´s idea of speech and the scheme knowledge-truth-power to analysis the approaches and aloofnesses between the speech about teacher formation in Special Education in São Luís and the speech in the official documents about this subject. To reach this objective it is used some concepts of Michel Foucault: speech, speech formation, device, event, subject, subjectification, knowledge, truth, power, strategy, conflict, tactics, identity, governmentality, biopower, biopolitics, State, Education. My theoretical methodological reference works taking the central positional that is attributed to the speech. The objective is to analysis the speeches taking the Foucault s concepts that are evidenced in the speech. The methodological procedures to this paper as a researcher are cartographies, (taking Gilles Deleuze and Felix Guattari), semi structured interviews, questionnaires, and the documental analysis. In this theoretical methodological reference the research subjects are a possibility of speech. The subject is a shape, a part of the speech. Taking this idea the sources to this research are regular teacher in the city of São Luís and the official documents about teacher formation and Special Education in São Luís and Brazil. It was taken 20 teachers in São Luís and many official devices between 1988 and 2009. As a result it is designed a Brazilian neoliberal governmentally that directs the educational politics. Also, it is presented the formation politics that conform a teacher identity, as a technology of State. Another result is the set of problematizations established by the political and scientific field to create a new teacher, the inclusive teacher, a new teacher to the Inclusive Education. About the teacher speeches and official devices it was observed the maintenance of the idea relating difference to deficiency that takes the inclusive politics only as a possibility to access and permanence and ignores the problematization about difference. The speech about Special Education in São Luís is formed taking power relations and objectives comprehend the impasse between notion of difference and inclusive speech formation and the possibilities to include taking this perspective.

The speech about Special Education in São Luís is formed taking power relations and objectives comprehend the impasse between notion of difference and inclusive speech formation and the possibilities to include taking this perspective.Meu objetivo geral com esta pesquisa é, a partir da noção foucaultiana de discurso, tomando a trama saber-verdade-poder, analisar como se movimentam as aproximações e os distanciamentos entre os discursos acerca da formação docente na Educação Especial/Inclusiva do professor regular da rede de ensino municipal de São Luís e os discursos nos dispositivos oficiais que versam sobre a temática. Para fazer este objetivo acontecer, faço uso de algumas noções de Michel Foucault, tais como: discurso/formação discursiva, dispositivo, acontecimento, sujeito/subjetivação, saber, verdade, poder, estratégia/luta/tática, identidade, governamentalidade, biopoder, biopolítica, Estado e Educação. Meu referencial teoricometodológico funciona a partir de uma centralidade artificial que dou ao conceito de discurso. Objetivo analisar discursos trazendo à tona as noções foucaultianas imbricadas na sua aparição. Os procedimentos metodológicos escolhidos para este agenciamento como pesquisador são as cartografias (a partir de Gilles Deleuze e Félix Guattari), as entrevistas semi-estruturadas, questionários e a análise documental. A partir do referencial teoricometodológico utilizado, o que usualmente se nomeia de sujeitos da pesquisa ganha status de condições de possibilidade discursiva. O sujeito cumpre uma função, ele é uma forma, um aspecto do discurso. Pautado nestes pressupostos, tomo duas fontes para esta pesquisa: o professor regular da rede de ensino municipal de São Luís e os dispositivos oficiais que versam sobre formação de professores e/ou Educação Especial/Inclusiva das instâncias federal e municipal. São 20 professores escolhidos nos núcleos que compõem a zona urbana de São Luís e variados dispositivos oficiais, entre os anos de 1988 e 2009. Como resultados, desenho a partir das cartografias uma governamentalidade neoliberal brasileira que condiciona as políticas educacionais. Apresento também as políticas de formação de professores vinculadas como tecnologias do Estado em busca de conformar uma identidade ao professor. Outro resultado que esta pesquisa apresenta é o conjunto de problematizações que o campo político e científico traçam, inventando o professor inclusivo, que é um novo professor que serve para dar conta da Educação Inclusiva. No que tange aos discursos dos professores e dos dispositivos, identifico a manutenção da idéia que associa diferença e deficiência, maculando as políticas de inclusão como voltadas apenas para acesso e permanência, anulando a problematização acerca da diferença. O discurso na Educação Especial em São Luís se ordena, nas relações de poder estabelecidas, buscando compreender o impasse entre a concepção de diferença que articula a formação discursiva inclusiva e as condições de sistema para incluir sob esta perspectiva.Made available in DSpace on 2016-08-17T13:54:19Z (GMT).
