FROM THE VACCINE REVOLT TO THE COVID-19 VACCINE-FREE PEOPLE: REFLECTIONS ON PANDEMIC, RACE AND SOCIAL EXCLUSION

Resumo: Brazilian cities were not built focusing on the working class. On the contrary, the guiding basis of the great metropolises was the Eurocentric look, having as organizational myths, cities like Paris and Washington. This article is inscribed in the critical analytical framework that brings to mind the invaluable legacy of the geographer Milton Santos, the criticism of the right to the city by Henri Lefébvre, David Harvey, and also considering the contributions of Vera Telles, Eveline Trevisan, and Adchille Mbembe, regarding the importance of the concept of Necropolitics that is salutary to the theme, also bringing some observations about the sociological current of the Chicago School, as a counterpoint to its ideology about what is city. Far from exhausting the theme, the article aims to contribute to black narratives regarding the rebound of the pandemic caused by COVID-19, revisiting the past and leading us to hope for the future, based on resistance and construction of aquilombing strategies, in the face of the numerous attacks on democracy and social rights, especially since the coup of 2016. It is necessary to think that social, territorial, historical, and economic exclusion are not watertight issues, much less separate from other debates, to the extent that the serious health issue initiated in 2020 holds numerous issues that led to the fight for the vaccine, in a historical turn that marks from the Vaccine Revolt, to the fight for dignity and respect for working and peripheral populations. Living in Brazilian cities, having black skin, as is the case of both authors in this article, requires more and more reflections on the present moment without, however, asking questions about the past.

Por el contrario, la base rectora de las grandes metrópolis fue la mirada eurocéntrica, teniendo como mitos organizativos ciudades como París y Washington. Este artículo se inscribe en marcos analíticos críticos que traen a colación el invaluable legado del geógrafo Milton Santos, la crítica al derecho a la ciudad de Henri Lefébvre, David Harvey, y también considerando los aportes de Vera Telles, Eveline Trevisan, y Adchille Mbembe (2016), respecto a la importancia del concepto de Necropolítica que es saludable para el tema, trayendo también algunas observaciones sobre la corriente sociológica de la Escuela de Chicago, como contrapunto a su ideología sobre lo que es ciudad. Lejos de agotar el tema, el artículo pretende contribuir a las narrativas negras sobre el rebote de la pandemia provocada por el COVID-19, revisando el pasado y llevándonos a la esperanza en el futuro, a partir de la resistencia y la construcción de estrategias de aquilombamiento, frente a los numerosos ataques a la democracia y los derechos sociales, especialmente desde el golpe de Estado de 2016. Es necesario pensar que la exclusión social, territorial, histórica y económica no son cuestiones estancas y mucho menos desvinculadas de otros debates, en la medida en que la grave cuestión sanitaria iniciada en 2020 encierra numerosas cuestiones que llevaron a la lucha por la vacuna, en un giro histórico que demarca desde la Revuelta de la Vacuna, hasta la lucha por la dignidad y el respeto a las poblaciones trabajadoras y periféricas. Vivir en las ciudades brasileñas, tener la piel negra, como ocurre con los dos autores de este artículo, exige cada vez más reflexiones sobre el momento presente sin, sin embargo, formular preguntas en relación con el pasado.As cidades brasileiras não foram construídas tendo como foco a classe trabalhadora. Ao contrário, a base orientadora das grandes metrópoles fora o olhar eurocêntrico, tendo como mitos organizacionais, cidades como Paris e Washington. Este artigo se inscreve nos marcos analíticos críticos que trazem à memória o inestimável legado do geógrafo Milton Santos (2013), as críticas ao direito à cidade de Henri Lefébvre (2020), David Harvey (2015), e ainda considerando as contribuições de Vera Telles (2009), Eveline Trevisan (2012), e de Adchille Mbembe (2016), quanto a importância do conceito de Necropolítica que é salutar ao tema, trazendo também algumas observações acerca da corrente sociológica da Escola de Chicago, como contraponto ao seu ideário sobre o que é cidade. Longe de se esgotar o tema, o artigo objetiva contribuir para narrativas negras a respeito do rebatimento da pandemia causada pelo COVID-19, revisitando o passado e conduzindo-nos para esperançar o futuro, com base na resistência e construção de estratégias de aquilombamento, frente aos inúmeros ataques à democracia e aos direitos sociais, especialmente desde o golpe de 2016. Há que se pensar que a exclusão social, territorial, histórica e econômica não são questões estanques e muito menos alijadas de outros debates, na medida em que a grave questão sanitária iniciada em 2020 guarda inúmeras questões que ensejaram a luta pela vacina, num giro histórico que demarca desde à Revolta da Vacina, à luta pela dignidade e respeito às populações trabalhadoras e periféricas.
