Designation and Teaching Work in Minas Gerais: the educational workforce in the capitalist state context

Resumo: | The present dissertation is the result of the master's research entitled: "Designation and Teaching Work in Minas Gerais: the educational workforce in the capitalist state context", developed within the scope of the Graduate Program in Education of the Faculty of Education of the Federal University of Minas Gerais (PPGE/FaE/UFMG) in the research line “Politics, Work and Human Education” and carried out with the support of the Coordination for the Improvement of Higher Education Personnel - Brazil (CAPES) - Financing Code 001. The objective of this research was to analyze the framework of "over-assignment" of teachers in the public education network in the state of Minas Gerais in interface with the processes of restructuring the teaching work, seeking to understand what it is to be a teacher in the context of the state's overexploitation of the workforce and to reflect on education as training in a double sense: on one hand, labor forces, on the other and at the same time, as an activity for the formation of individuality in its completeness. We seek to understand the place of designated teachers from the public education network of Minas Gerais within the "flexible" work world; to identify how, for temporary teachers, the designation interferes in the organization of teaching work and intervenes in their teaching performance; and, to verify how the contracted teachers relate and position themselves in relation to the designation institute. The research had as theoretical contribution the Marxist studies in education, in this perspective, the work category is understood in its double possibility: as human formation, mediation for the development of human potentialities, but which in the capitalist mode of production acquires the form of salaried labor, and labor exploited by capital. For that, we have bibliographic and documentary researches, application of a questionnaire and on-line interviews for designated teachers of REE-MG. It is a research proposal with a quantitative and qualitative approaches, approaching the object of study through historical and dialectical materialism. In quantitative terms, we bring an analysis of the staff of REE-MG teachers based on data from the Integrated System of Personnel Administration (Sisap) of the State of Minas Gerais, provided by the Management Information Advisory (AIG) of SEE/MG, for this purpose, we used exploratory quantitative analysis based on descriptive statistics of the data. The results obtained point to a large contingent of professors contracted temporarily in the analyzed period (2015-2020). We verified that the vacancies published for public contests are much lower than the total number of vacancies -and, even after the promotion of public contests, the designation continued to be the main form of provision of human resources at SEE-MG. Our results also indicated that the participation of designated teachers in school decision-making is very low, being often silenced and discriminated due to their temporary work relationship. We concluded that the tendency of designation, as a temporary and precarious insertion, as a way of maintaining services in education, is typical of flexible accumulation. The uncertainties and insecurities experienced by the designated teachers reflect the imperatives of production relations and compromise the search for human emancipation and harm public education. |

O objetivo dessa pesquisa foi analisar o quadro de “superdesignação” dos professores da rede de ensino pública do estado de Minas Gerais em interface com os processos de reestruturação do trabalho docente, buscando compreender o que é ser professor no contexto da superexploração estatal da força de trabalho e refletir a educação como formação num duplo sentido: por um lado, de força de trabalho, por outro, e ao mesmo tempo, como atividade de formação da individualidade em sua integralidade. Buscamos compreender qual o lugar dos professores designados da rede pública de ensino de Minas Gerais dentro do mundo do trabalho “flexível”; identificar como que, para os professores temporários, a designação interfere na organização do trabalho docente e intervém na sua atuação docente e verificar como os professores contratados se relacionam e se posicionam frente ao instituto da designação. A pesquisa teve como aporte teórico os estudos marxistas em educação, desta perspectiva, a categoria trabalho é entendida na sua dupla possibilidade: como formação humana, mediação para o desenvolvimento das potencialidades humanas, mas que no modo de produção capitalista adquire a forma de trabalho assalariado, e trabalho explorado pelo capital. Para tanto, dispomos de pesquisa bibliográfica e documental, aplicação de questionário e entrevistas on-line para professores (as) designados da REE-MG. Trata-se de uma proposta de pesquisa com abordagem quantitativa e qualitativa com aproximação ao objeto de estudo pelo materialismo histórico e dialético. Em termos quantitativos trazemos uma análise do quadro de professores da REE-MG com base nos dados do Sistema Integrado de Administração de Pessoal (Sisap) do Estado de Minas Gerais, fornecidos pela Assessoria de Informações Gerencias (AIG) da SEE/MG, para tal, utilizamos a análise quantitativa exploratória baseada na estatística descritiva dos dados. Os resultados obtidos apontam para um grande contingente de professores contratados temporariamente no período analisado (2015-2020). Verificamos que as vagas publicadas para concursos públicos são muito inferiores ao total de cargos vagos e, mesmo após a promoção de concursos públicos, a designação continuou sendo a principal forma de provisão de recursos humanos da SEE-MG. Nossos resultados também indicam que o professor designado possui participação reduzida na tomada de decisões da escola, sendo muitas das vezes silenciado e discriminado devido ao seu vínculo de trabalho temporário. Concluímos que a tendência da designação enquanto inserção temporária e precária como forma de manter os serviços em educação são típicas da acumulação flexível.
