The State in dispute: the objectives of the II PND and the interests of the industrial business community

Resumo: Abstract The literature on the II National Development Plan (1975-1979) is characterized by various works concerned with the economic policy´s rights and wrongs. Those who defend that the right decisions were taken usually point to the positive impact of the import substitution projects on the trade balance in the 1980s. Those who criticize errors censure the subordination of supposed economic rationality to 1) the presumed authoritarian political rationality or 2) the unrealistic voluntarism of a dictatorship unconnected to social bases. The paper presents evidence of demands from domestic fractions of the industrial business community and its interactions with the political system which, despite the (selective) authoritarianism, suggest that the II PND´s formulation expresses the relative autonomy of a State articulated to specific social bases. Os que defendem os acertos enfatizam o efeito positivo da substituição de importações pretendida sobre a balança comercial na década de 1980. Os que acusam erros responsabilizam a sujeição de uma suposta racionalidade econômica a uma presumida racionalidade política autoritária ou o voluntarismo irrealista da ditadura descolada de bases sociais. Este artigo apresenta evidências de reivindicações de frações internas do patronato industrial e de interações com o sistema político que, a despeito do autoritarismo (seletivo), sugerem que a formulação do II PND expressa a autonomia relativa de um Estado articulado a bases sociais específicas.
