O lazer na política pública de esporte: uma análise do Programa Segundo Tempo

Resumo: In the past few years discussions related to the public policy of sports and leisure have been the main focus of many studies, especially since the Constitution of 1988 considered sports and leisure to be a social right which leads to the need of implementation of programs in such areas. However, there are many limits on the development of actions in the public policy of sports and leisure and the development of knowledge has been contributing to the possibility of intervention by the State. A aspect that deserves focus is the understanding of leisure present in programs and actions developed by the public sector and this way, the goal of this research is to analyze how leisure is dealt with in the formation of professionals of the Programa Segundo Tempo from the Secretaria de Esporte Educacional of the Ministério de Esportes da União. Although the program focuses on educational sport, the connections with leisure can be established if we take as reference the questions of the time in which the actions are developed, the activities completed, and even the attitude of the individual when facing the possibilities, and even the actual space. As methodology I used a bibliography review, document research and analysis of PST documents as well as research using semi-structured interviews with 2 managers of the PST capacitation process, all data was analyzed. As final considerations I identified that leisure has been part of the training process of PST professionals since 2003, although it has only become officially part of the program since 2009. Regarding the understanding of leisure present in the documents, I observed they do not have the same approach, which creates a mismatch in the work with leisure. Among the elected knowledges I found perspectives that relate it to a market view that have as emphasis the consumption of cultural practices, as well as other understanding anchored on leisure as social right and that opposes the logic of leisure as merchandise. Finally, the methodologies found to work leisure since 2009 were the Projeto Recreio nas Férias, the educational technology known as Animação Cultural and the work with the idea of leisure. Thus, the manners of treating leisure in the capacitation process of the program can enable processes of reflection by the professionals about the relations in which leisure is involved.

Thus, the manners of treating leisure in the capacitation process of the program can enable processes of reflection by the professionals about the relations in which leisure is involved.Nos últimos anos as discussões relativas as políticas públicas de esporte e lazer tem sido foco de vários estudos, tendo em vista que a partir da Constituição de 1988, esporte e lazer passam a ser compreendidos como direitos sociais e demandam a necessidade de implementação de ações nesses campos. No entanto, existem muitos limites sobre o desenvolvimento das ações de Políticas Públicas de esporte e lazer e a produção do conhecimento vem tentando contribuir com a avaliar e qualificar essas possibilidades de intervenção do Estado. Um dos aspectos que merece maior atenção é o entendimento de lazer presente nos Programas e ações desenvolvidos pelo Setor Público e dessa forma, o objetivo desta pesquisa é analisar como o lazer é tratado no currículo da formação dos profissionais do Programa Segundo Tempo da Secretaria de Esporte Educacional do Ministério de Esportes da União. Apesar de ser um Programa que se preocupa com o esporte educacional, as conexões com o campo do lazer podem ser estabelecidas se tomarmos como referência as questões do tempo em que são desenvolvidas as ações, das atividades realizadas, da própria atitude dos sujeitos frente as possibilidades e do próprio espaço/lugar. Como metodologia utilizo a revisão bibliográfica, a pesquisa documental com o levantamento e análise de documentos do PST e a pesquisa de campo que teve como instrumento entrevistas semi-estruturadas com os 2 gestores dos processos de Capacitação do PST, todos os dados foram tratados pela análise de conteúdo. Como considerações finais identifiquei que o lazer é trabalhado no currículo da capacitação dos profissionais do PST desde 2003 embora só seja considerado um conteúdo programático a partir de 2009. Quanto as concepções de lazer presentes nos documentos destaco que elas não possuem uma mesma abordagem o que gera um descompasso no trabalho com o lazer. Entre os saberes eleitos encontrei a perspectivas que o relacionam a uma visão de mercado, que tem como ênfase o consumo de práticas culturais, bem como um outro entendimento ancorado no lazer com direito social e que se contrapõem a lógica do lazer mercadoria. Por fim, as metodologias encontradas para trabalhar o lazer a partir de 2009 identificadas foram o Projeto Recreio nas Férias, a tecnologia educacional denominada de Animação Cultural e o trabalho com a concepção de lazer.
