As perspectivas da reintegração familiar de crianças e adolescentes em situação de acolhimento institucional : a intervenção da casa de passagem aquarela para efetivação do direito à convivência familiar

The reorganization of public health care in Brazil has been intensely discussed in recent years. Social programs involving children and adolescents have been gaining social priority and becoming the main axes of political action plans. For the implementation of the social assistance policy, the discussion about institutional reception and protection of the family begins to appear in the public policy agenda, but there are a number of challenges for the improvement of social assistance in this field. The National Social Assistance Policy modified the use of the term "shelter" by "institutional reception" with the creation of new regulations, models of care and also the need for institutional reorganization. The main objective of this study was to analyze the work developed by Casa de Passagem Aquarela, located in the municipality of Contagem/MG, in the bias of family reintegration, seeking to understand the intervention strategies that guarantee the right to family life. For the elaboration of the research, it was defined as a methodological approach: search for theoretical references and data about the institution researched, and an interview with the coordinator of the institutional host unit cited. As results, the quantifiable data were valuable to show that the Casa de Passagem has managed to institutionalize a work dynamic that differs from the daily life of other institutions; and the interview showed limits of the performance and possibilities with regard to the family reintegration of institutionalized children and adolescents. A more in- depth approach to family reintegration is indicated for new work, since the public policy of social assistance depends on formulations of priorities for the development of actions, as well as the contribution of the municipality in terms of their singularities and particularities.
