Municipalização das políticas públicas de esporte e lazer: reflexões sobre o legado do programa esporte e lazer da cidade

Study objective:His study established in the field of sports and leisure public policies, aiming to analyze the institutional scenario of the municipalities that implemented the PELC between 2013 and 2017. Methodology:For this, a digital questionnaire was applied to 105 municipalities, obtaining 10 answers that pointed to two axes of analysis: administrative ans managerial. Relevance:By analyzing the legacy of a national sports and leisure program anchoredby the principles of municipalization, on-screen research offers a data ballast that makes it possible to evaluate public policies from the perspective of federalism and decentralization. Main results:Among the data found, it is noteworthy that the presence of sports and leisure managers own organs increases the possibility of institutionalization os actions in these areas, as it can broaden the mechanisms of participation, the continuity of policies, their evaluation and monitoring, as well as the creation and maintenance of its own professional staff. In this regard, note the appreciation of continuing education practies and the confrontation of hegemonic practices, such as physical and sports. Theoretical contributions:Among the theoretical contributions of the research, it is highlighted that in the context analyzed, the principle of induction to municipalization, materialized by federal sports and leisure projects and programs, is configured as an effective strategy for the executive decentralization of public services. However, the continuity of the offers is conditioned by the strengthening of the local institutional scenario, inconducting future investigations on a longitudinal perspective.
