The choice of themes for permanent health education of the different technical formations and realities of primary health care professionals (PHC) represent a challenge for management. The object of this study is to apply and discuss methods of election in order of merit in the definition of topics the permanent health education for communicable disease offered to professionals of PHC. Form was applied for the choice of 10 priority themes, in the practice of PHC regardless of whether or not they are related to communicable diseases, for professionals of the 977 PHC units of Mato Grosso state . After application of the election methods by order of merit, Borda Count and Dowdall rule, the theme endemic arbovirosis, first in the simple majority method, shifted to 6th place in the Borda Count and, ajusted for 3 ° place for Dowdall rule. The correction by Dowdall rule has observed in other studies and attributed to the adjust to excess weight imposed by the Borda Count. Diabetes mellitus had the position altered, before 17th place in the traditional method, shifted to the 3rd in Borda Count and corrected to 6th place in Dowdall rule. The findings suggest that the simplemajority method can put a topic in the first place that the collective considers to be less of a priority. Because they are known to be more fair and consensual, the Borda Count and Dowdall rule appear as a viable alternative to the election by a simple majority in the choice of themes for permanent health education.
