Cultura de segurança operacional: tradução e validação de uma escala para avaliação de organizações provedoras de serviços de navegação aérea no Brasil

This dissertation evaluates the safety culture within air navigation services providers of Infraero. Safety culture can be understood as the extent to which individuals prioritize and value safety within an organization. In the context of Air Traffic Management, enhanced safety culture contributes to preventing aeronautical accidents, as people act according to Safety Management Systems (SMS) requirements. The theoretical framework followed in this work begins with the analysis of the safety culture concepts in different areas so that we checked the approaches adopted in the interesting context, aiming to outline the theoretical model of this research and the measurement scale used. Then, we made a brief explanation of Infraero's performance in the Brazilian Airspace Control System (SISCEAB) for a better understanding of the research context. Methodological procedures for adapting and validating a pre-existing scale were carried out, allowing safety culture assessment within Brazilian context through 22 items scale, distributed in the following dimensions: Flexible Culture, Informed Culture, Learning and Reporting Culture, Just Culture, and Attitudes of Managers towards safety. Data obtained from a total of 258 respondents, of which 246 questionnaires were considered valid, allowed us to detect low perception levels for aspects related to Flexible Culture, where we proposed actions for improvement. Satisfactory results were verified along with the Attitudes of Managers related to safety and Just Culture dimensions.
