Energy complementation in South America: from ECLACL to UNASUR

Resumo: The main objective of this article is to present an overview of integration attempts among South American countries since the contributions of the Economic Commission for Latin America and the Caribbean (ECLAC) on development until the creation of the Union of South American Nations (UNASUR). Furthermore, some questions focused on energy issues in the region are explored. This paper considers that the proposals for greater approximation, initially developed by the Latin American Free Trade Association (LAFTA) and the Latin American Integration Association (LAIA), were the basic elements in the process that led to the creation of the Southern Common Market (MERCOSUR), and which subsequently allowed for the creation of the Initiative for the Integration of the Regional Infrastructure of South America (IIRSA) by the Community of South American Nations (CASA) and UNASUR. Throughout this paper, an examination of each period analyzed and also a review of recent and specific academic literature on the subject matter, studied here, will be presented. As a final result, this academic investigation identified that the regional dimension, since the emergence of ECLAC, has occupied a space of great relevance in the reegion’s political agenda.

Deste modo, esta pesquisa considera que as proposições de aproximação pelo viés energético desenvolvidas, inicialmente, pela Associação Latino-Americana de Livre Comércio (ALALC) e pela Associação Latino-Americana de Desenvolvimento e Integração (ALADI) como sendo os elementos basilares do processo que levou a constituição do Mercado Comum do Sul (MERCOSUL) e que, posteriormente, permitiram o lançamento da iniciativa da Integração da Infraestrutura Regional Sul-Americana (IIRSA).
