INSTITUTIONAL COMMUNICATION OF FOREIGN POLICY: ANALYSIS OF PRESS RELEASES ON THE FIRST HUNDRED DAYS OF LULA'S THIRD PRESIDENCY

Resumo: What are the most relevant guidelines of the institutional communication of the Ministry of Foreign Affairs of Brazil, during the first 100 days from Lula's third presidency? Press Releases are an analytical source for understanding the relationship between foreign policy and public opinion. Based on this assumption, this research analyzed press releases published between January 1st and April 10th, 2023, to establish priorities of Lula's administration about foreign policy. For methodological procedures, the notes were submitted to Automated Content Analysis (ACA) to produce Descending Hierarchical Classification (CHD) and Similitude Analysis. As a result, the notes were predominantly linked to bilateral relations. With the ACA, the CHD demonstrated greater relevance of regional integration mechanisms, while the Similitude Analysis demonstrated the importance of cooperation.

Desde esta pergunta, a pesquisa trabalha com a hipótese descritiva de que as Notas à Imprensa são expressões da comunicação pública que indicam tendências para a política externa do Governo Lula III, porquanto são fontes analíticas para conhecer a relação entre política externa e opinião pública. Esta pesquisa instrumentaliza uma hipótese descritiva que busca corroborar que as Notas à Imprensa, produzidas e publicadas pelo MRE, são expressões da comunicação pública que indicam o direcionamento da política externa brasileira. Espera-se que haja correspondência entre as características gerais das gestões anteriores de Lula, as proposituras do programa de governo e as ações de política externa dos cem primeiros dias do mandato de Lula III. A partir desse entendimento, esse estudo analisou os comunicados emitidos pelo MRE entre os dias 1 de janeiro e 10 de abril de 2023 para traçar algumas tendências centrais na política externa do terceiro mandato de Lula. Quanto aos procedimentos metodológicos, as notas foram submetidas à Análise de Conteúdo Automatizada (ACA) para produzir a Classificação Hierárquica Descendente (CHD) e a Análise de Similitude. Como resultado, observou-se que as notas publicadas foram preponderantemente vinculadas às relações bilaterais.
