Unintended consequences of stabilisation peace operations: a study of MONUSCO’s performance in the DRC

Resumo: The article analyses unintended consequences of stabilisation peace operations carried out by the United Nations (UN). It is based on the study ofMONUSCO’s performance in the Democratic Republic of Congo (DRC). These consequences will be investigated by looking at five main aspects: (i) thevulnerability of the civilian population; (ii) the security of personnel and facilities; (iii) humanitarian action; (iv) human rights; and (v) the politicalprocess. Methodologically, the article is based on bibliographical and documentary research, in addition to the analysis of empirical data on thefrequency, intensity and distribution (spatial and temporal) of political violence, and on the process of rebuilding the state in Congo, which allow thefive aspects listed to be assessed. Data from the UN system and other sources such as ACLED, UCDP, Fund For Peace and Insecurity Insight are used.We conclude that the unintended consequences produced by MONUSCO impact, to varying degrees, the conflict dynamics and undermine thepeacebuilding process in Congo.

Essas consequências são investigadas tendo em vista cinco aspectos principais: (i) vulnerabilidade da população civil; (ii) segurança do pessoal e das instalações; (iii) ação humanitária; (iv) direitos humanos; e (v) processo político. Metodologicamente, o artigo se baseia em pesquisa bibliográfica e documental, além da análise de dados empíricos sobre a frequência, intensidade e distribuição (espacial e temporal) da violência política, e sobre o processo de reconstrução do Estado no Congo, que permitem avaliar os cinco aspectos elencados. São utilizados dados disponibilizados em bases tanto do próprio sistema ONU quanto de outras fontes, como a ACLED, UCDP, Fund For Peace e Insecurity Insight.
