Resumo: The proposal of a new tax on the consumption of Paraguayan yerba mate in 1637 is the starting point to analyze the mechanisms used by the Spanish West Indies government in order to take some of its decisions in the mid-seventeenth century. These decisions were taken by the the fabrication of a particular local knowledge constructed on practical and experienced knowledges. To search and find people who could testify that kind of knowledge became a prior requirement to decisions just in a time when the American criollos tried to enter the Consejo de Indias. Previously unpublished documents about the production, distribution and consumption of yerba mate from Paraguay, Rio de la Plata and Peru, even to reach the distant market of the Spanish Habsburg court, are also offered.
