PUBLICS POLICIES OF ALPHABETIZATION AND LITERACY: A PANORAMIC ANALYSIS OF THE LDB TO BNCC

Resumo: The following paper shows the partial results from a search concerning the first Primary Education cycle, which is the period where the structuring and implementation of literacy happens in children, achieving this results by consulting documents, programs and laws that guide this significant portion of learning, once the cycle quoted requires an effective attention of the State in order to overcome the historical feature of illiteracy in Brazil. Thus, the study object has as border the documents further 1996, year where the current Educational Bases and Guidelines Law were approved, dialoguing with the National Curriculum Common Core in process of making since 2015 and the presumable relation with the legislation applied to the Brazilian National Education.

Thus, the study object has as border the documents further 1996, year where the current Educational Bases and Guidelines Law were approved, dialoguing with the National Curriculum Common Core in process of making since 2015 and the presumable relation with the legislation applied to the Brazilian National Education.En este trabajo se presentan los resultados de búsqueda parciales en una de las etapas de la enseñanza primaria - el primer ciclo, en los primeros tres años (1º, 2º, 3º), que es la fase responsable por la estructuración y puesta en práctica de la alfabetización y letramiento de los niños. Nuestro enfoque son los documentos, programas y leyes que se refieren a esta porción significativa de la lectura y la escritura de los temas que merecen una atención eficaz del estado a fin de superar la característica histórica de analfabetismo en Brasil. Por lo tanto, para esta investigación se delimitó como objeto de estudio los documentos y las leyes generales de educación posteriores a 1996, año de la aprobación de la actual Ley de Directrices y Bases de la Educación (LDB), dialogando con la Base Nacional Común Curricular (BNCC) en construcción desde 2015 y su posible afinidad con la legislación actual de la Educación Nacional de Brasil.O presente artigo tem como foco os documentos, programas e leis que dizem respeito a leitura e escrita dos sujeitos, especialmente os posteriores a 1996, ano de aprovação da atual Lei de Diretrizes e Bases da Educação (LDB) até a Base Nacional Comum Curricular (BNCC) em construção desde o ano de 2015 e sua possível afinidade com a legislação vigente do Ensino Nacional Brasileiro, tendo o corpo como parte da análise porque a política também passa por ele, ou seja,  pelos conteúdos e linguagens inerentes à cultura corporal, que pode ser traduzida como “políticas do corpo” que, no sentido mais amplo, podem ser consideradas como uma forma de alfabetização e “letramento corporal”,  sobretudo,  nas séries iniciais do Ensino Fundamental e, consequentemente, no componente curricular da Educação Física. Essa reflexão se justifica, considerando que, no documento em apreço, a Educação Física está inserida na “Àrea das Linguagens”, principalmente da cultura e das linguagens corporais.
