Resumo: This article studies the bureaucratization of higher education through the analysis of resolution 7/2018 of the National Council of Education concerning the community outreach programs - and other materials related to it. Resolution CNE 7/2018 was elaborated, mainly, by professors linked to the community outreach programs cause, as well as without a noticeable participation of student representatives neither society in general. The content of the resolution is based on a critical conception of community outreach programs, however there is a limitation and a bureaucratic character inherent to it: the extension was regulated separately from other points of the National Education Plan from 2014 to 2024, such as the controlled expansion of access to higher education courses by goal 12.

A resolução CNE n. 7/2018 foi elaborada por docentes ligados à causa extensionista, mas sem uma participação perceptível de representantes estudantis e da sociedade em geral.
