Resumo: ABSTRACT. The article aims to analyze the Brazilian educational policies of the nineties. Therefore, the international political-economic scenario of Latin America in the late seventies and eighties is presented. It is intended to identify, in the same way, trends and constitutive concepts of educational policies, especially the particular use that is made of the notion of “competences”, based on documents from national organizations and multilateral agencies. To support the choices and discussions developed in the article, historical-dialectical materialism is used, as it makes it possible to historically analyze the changes in educational legislation. The results reveal that the educational policies of that period were based on the perspective of capital, following the orientation of international organizations, of a neoliberal nature.

Así, se presenta el escenario político-económico internacional de Latinoamérica a finales de los años setenta y ochenta. También se pretende identificar tendencias y conceptos constitutivos de las políticas educativas, en especial el uso particular que se hace de la noción de “competencias”, a partir de documentos de organismos nacionales y agencias multilaterales. Para sustentar las elecciones y discusiones desarrolladas en el artículo, se utiliza el materialismo histórico-dialéctico, ya que permite analizar históricamente los cambios en la legislación educativa. Los resultados revelan que las políticas educativas de ese período se basaron en la perspectiva del capital, siguiendo los lineamientos de los organismos internacionales, de carácter neoliberal. Assim, apresenta-se o cenário político-econômico internacional da América Latina no final dos anos 70 e 80. Pretende-se, de igual modo, identificar as tendências e os conceitos constitutivos das políticas educacionais, sobretudo o particular uso que se faz da noção de “competências”, a partir de documentos de organismos nacionais e agências multilaterais. Para sustentar as escolhas e discussões desenvolvidas no artigo, utiliza-se o materialismo histórico-dialético, por possibilitar analisar historicamente as mudanças da legislação educacional. Os resultados revelam que as políticas educacionais desse período foram embasadas na perspectiva do capital, seguindo as orientações dos organismos internacionais, de cunho neoliberal.
