Political culture, democracy and social participation in Brazil: the management of education under debate

Resumo: | ABSTRACT. This study, of a theoretical-documentary nature, deals with the implications of political culture for the construction process of Brazilian democracy and for social participation in the management of public policies, especially education. Methodologically supported in the critical dialectical perspective the text seeks to demonstrate the advances and setbacks of the process of building democracy, as well as the impasses to social participation resulting from the authoritarian, clientelist and elitist political culture that historically crosses the Brazilian State and the different social institutions. The study highlights the advances achieved with the 1988 Constitution, as well as the setbacks operated as a result of the neoliberal logic deepened in the government of Michel Temer and Jair Bolsonaro in order to weaken social participation and democratic control in the scope of public policies, such as education. However, it also shows that despite the setbacks that have occurred in this scope, the social participation remains alive and the fight for the strengthening and expansion of participatory democracy has been happening in opposition to the logic of the destruction of the Brazilian participatory heritage built over the last 30 years. |

Este estudio teórico-documental trata de las implicaciones de la cultura política para el proceso de construcción de la democracia brasileña y para la participación social en la gestión de las políticas públicas, especialmente la educación.Apoyado metodológicamente en la perspectiva dialéctica crítica el texto busca evidenciar los avances y retrocesos del proceso de construcción de la democracia, así como los impasses a la participación social resultantes de la cultura política autoritaria, clientelista y elitista que atraviesa históricamente el Estado brasileño y las diferentes instituciones sociales. El estudio destaca, sobre todo, los avances logrados con la Constitución de 1988, así como los retrocesos operados debido a la lógica neoliberal profundizada en el gobierno de Michel Temer y Jair Bolsonaro para debilitar la participación social y el control democrático en el ámbito de las políticas públicas, como la educación. Sin embargo, también muestra que, a pesar de los retrocesos ocurridos en este ámbito, la participación social sigue viva y la lucha por el fortalecimiento y la expansión de la democracia participativa viene ocurriendo en oposición a la lógica de destrucción del patrimonio participativo brasileño construido en los últimos 30 años. Sustentado metodologicamente na perspectiva crítica dialética o texto busca demonstrar os avanços e recuos do processo de construção da democracia, bem como os impasses à participação social decorrentes da cultura política autoritária, clientelista e elitista que atravessa, historicamente, o Estado brasileiro e as diferentes instituições sociais. O estudo evidencia, sobremaneira, os avanços alcançados com a Constituição de 1988, assim como os retrocessos operados em decorrência da lógica neoliberal aprofundada nos governos de Michel Temer e Jair Bolsonaro no sentido de enfraquecer a participação social e o controle democrático no âmbito das políticas públicas, como a educação. Contudo, mostra, também, que, apesar dos recuos que têm ocorrido nesse âmbito, a participação social continua viva e a luta pelo fortalecimento e ampliação da democracia participativa vem acontecendo em contraposição à lógica de destruição do patrimônio participativo brasileiro construído ao longo dos últimos 30 anos.
