The aim of this study is to identify how is occurring the operation the social network in a city, analyzing as happen the links between sectors to address social problems and evaluating the challenges of intersectoral action. For that, we took as reference the study a city in the state of Paraná. This is a qualitative research, descriptive, and the data collection was conducted through semi-structured interviews with public managers, document analysis and observation. The results reveal that the actors involved need to be aware of their practices in order to think in a formal way to create a culture of dialogue and facilitate the negotiation between those involved in the social networking. These factors appear in the search as the greatest challenges for public management, since they require a new way to looking at and acting on them, rethinking the practices.
