Resumo: The objective of this thesis was to analyze the performance of the Universidade Federal de Viçosa - UFV graduate programs with the implementation of the new management of the Programa de Fomento à Pós-Graduação (PROF) (Graduation Promotion Program), created by the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) (Brazilian Federal Agency for Support and Evaluation of Graduate Education). The PROF presents a new activity philosophy and policy, aiming to meet the specific needs of the Instituições Federais de Ensino Superior (IFES) (Federal Institutions of Higher Education) and their programs. The PROF established a decentralized management, which allowed the IFES to manage the application of their own financial resources. For such, the agreement offered flexibility for resource application and use in the programs, inside the institution scope. It allowed the programs to define the value to be applied in scholarships and promotion and the number of scholarships which would be granted for master’s and doctorate degrees. The core conception was to develop a planning process that would lead to the improvement of the Graduate Program performance. In the UFV, it was established that the resource distribution would be based on variables, in a way to reward scientific productivity and academic competence. Such variables were: Average Time Spent for Title Achievement - TMT, Scientific Productivity - PC (comprising books, chapters, national and international journals, and the respective impact factors), Number of Students Enrolled in the Program - NAM and CAPES Evaluation of the program – CC. Aiming to analyze such performance, the evolution of these variables was evaluated. It described the increase of the UFV Graduate Programs, and examined the need for the revision of the PROF/UFV component variables, as well as the opinion of the coordinators about this issue. The research is classified as exploratory, descriptive, and mainly quantitative, but it presents a partially qualitative trait. As to the means, it is classified as a documental case study, since it analyzed the evolution of the Universidade Federal de Viçosa – UFV Graduate programs, in the period from 1998 to 2007, when the agreement started. It was observed that all the variables evolved positively in the period. The TMT suffered a reduction of 21.3% for the level of master’s and 16.2% for doctorate. The PC index per capita presented an increase of 85.3%. The NAM increased 50.9% and the CC presented a surplus of 4 raises, when raises and reductions were compared. It was observed an excellent acceptance of the PROF by the program coordinators, who also considered that it gave a better assistance than the DS/PROAP, which would be another alternative. With that, it was clear that the institutional planning with the definition of goals, as well as resource distribution in a way to reward good performance were important factors to guarantee the success of the programs.

O PROF caracteriza-se por apresentar nova filosofia e política de ação, com vistas a atender às peculiaridades das Instituições Federais de Ensino Superior (IFES) e às particularidades de seus programas. Instituiu uma gestão descentralizada, o que permitiu às IFES aplicarem os recursos financeiros mediante seu próprio gerenciamento. Para isso, o convênio apresentou flexibilidade na aplicação e na alocação diferenciada dos recursos entre os programas, no âmbito da instituição. Facultou aos programas definirem o valor de aplicação entre bolsas e fomento e, no caso de bolsas, determinar o número a ser alocado para o nível de mestrado e de doutorado. A concepção central era desenvolver um processo de planejamento que, ao ser implementado, levasse à melhoria do desempenho da Pós- Graduação. Na UFV, ficou definido que a distribuição dos recursos entre os programas se baseasse em indicadores de desempenho, de forma a premiar a produtividade científica e a competência acadêmica. Tais variáveis foram: Tempo Médio de Titulação – TMT, Produtividade Científica – PC (composta por livros, capítulos, periódicos nacionais e internacionais somados aos respectivos fatores de impactos), Número de Alunos Matriculados no Programa – NAM e Conceito do programa na CAPES – CC. Visando analisar esse desempenho, foi verificada a evolução dessas variáveis, descreveu o crescimento da pós-graduação da UFV, examinou a necessidade de rever as variáveis componentes do PROF/UFV e observou a opinião dos coordenadores a esse respeito. A pesquisa é classificada como exploratória e descritiva, de cunho quantitativo e parcela de caráter qualitativo. Quanto aos meios, classifica-se como um estudo de caso e documental, uma vez que, neste trabalho, foi analisada a evolução da pós-graduação da UFV, no período de 1998 a 2007. Constatou-se que todas as variáveis evoluíram positivamente neste período. O TMT reduziu 21,3% para o nível de mestrado e 16,2% para o de doutorado. O Índice de PC per capita aumentou 85,3%. O NAM cresceu 50,9% e o CC, comparando elevações e reduções, registrou saldo positivo de quatro elevações. Verificou-se ótima aceitação do PROF pelos coordenadores dos programas, além de considerar o seu atendimento melhor que o da DS/PROAP, que seria a outra opção.
