Municipal Health Plan: Analysis of municipalities in the state of São Paulo from 2014 to 2017

Resumo: This ecological study aimed to describe the characteristics of the Municipal Health Plans (PMS) of the municipalities of the State of São Paulo, for the period 2014 to 2017, according to the parameters established in Ministerial Ordinance nº 2.135, and to the Planning Manual of the Unified Health System Health (SUS). Data were collected through the electronic portal of the Management Report Construction Support System (SARGSUS). It was possible to verify that 606 cities (93.95%) entered their respective PMS in SARGSUS, among which 04 (0.66%) fulfilled all the structural items established in the evaluated parameters. Among the analyzed PMS, 11 cities (1.81%) described the situational analysis, a parameter that also exposed a negligible percentile with regard to the items of access flow (13.36%), work management and education in health (17.98%) and science, technology, production and innovation in health (9.57%). In addition, 568 (93.72%) defined their guidelines, objectives, targets and indicators, 126 municipalities (20.79%) characterized the monitoring and evaluation process, and 156 (25.74%) referred to the results of their respective CMS. It was possible to note that there are deficiencies in the municipal health planning process, which infers the need to qualify public health management.

Salud (SUS). Los datos fueron recolectados a través del portal electrónico del Sistema de Apoyo a la Construcción del Informe de Gestión (SARGSUS). Se pudo constatar que 606 ciudades (93,95%) ingresaron sus respectivos PMS en SARGSUS, entre las cuales 04 (0,66%) cumplieron con todos los ítems estructurales establecidos en los parámetros evaluados. Entre los PMS analizados, 11 ciudades (1,81%) describieron el análisis situacional, parámetro que también expuso un percentil insignificante con respecto a los ítems de flujo de acceso (13,36%), gestión del trabajo y educación en salud (17,98%) y ciencia, tecnología, producción e innovación en salud (9,57%). Además, 568 (93,72%) definieron sus lineamientos, objetivos, metas e indicadores, 126 municipios (20,79%) caracterizaron el proceso de seguimiento y evaluación, y 156 (25,74%) se refirieron a los resultados de sus respectivas CMS. Se pudo notar que existen deficiencias en el proceso de planificación en salud municipal, lo que infiere la necesidad de calificar la gestión de salud pública.Este estudo ecológico objetivou descrever as características dos Planos Municipais de Saúde (PMS) dos municípios do Estado de São Paulo, referentes ao período de 2014 a 2017, conforme os parâmetros estabelecidos na Portaria Ministerial nº 2.135, e no Manual de Planejamento do Sistema Único de Saúde (SUS). Os dados foram coletados através do portal eletrônico do Sistema de Apoio à Construção do Relatório de Gestão (SARGSUS). Foi possível constatar que 606 cidades (93,95%) inseriram seus respectivos PMS no SARGSUS, dentre as quais 04 (0,66%) cumpriram todos os itens estruturais estabelecidos nos parâmetros avaliados. Dentre os PMS analisados, 11 cidades (1,81%) descreveram a análise situacional, parâmetro este que expôs também um percentil pouco significativo no que se refere aos itens de fluxo de acesso (13,36%), gestão do trabalho e educação na saúde (17,98%) e ciência, tecnologia, produção e inovação em saúde (9,57%). Além disso, 568 (93,72%) definiram suas diretrizes, objetivos, metas e indicadores, 126 municípios (20,79%) caracterizaram o processo de monitoramento e avaliação, e 156 (25,74%) apresentaram referências aos resultados de suas respectivas CMS.
