Urban planning policies and floods: the case of Vilarinho Stream Watershed in Belo Horizonte

Resumo: The urbanization process in Brazilian cities has been intensifying since the mid-twentieth century, causing several problems that are reflected today. This process is characterized by inefficient urban planning, since the necessary structures for automobiles were prioritized over natural elements. The increase in waterproof areas and the extinction of natural waterways beds are some of the consequences of this process that influence the occurrence of floods. These events became recurrent in rainy periods, causing serious problems in Brazilian cities. Taking that into account, this article aims to analyze urban planning policies and relate it to the floods in Vilarinho Stream Watershed, which encompasses important neighborhoods in Belo Horizonte city.The methodology of this work is based on bibliographic and documentary research, using as reference legislation related to urban planning of the Vilarinho Stream Watershed; works published in the areas of urbanism and hydrology; and news to study the history of flooding in the area. In the end, it is concluded, among others, that highway planning and permissible urban legislation favored the occurrence of current flood events and that, in order to alleviate the aforementioned problems, a more effective urban planning policy must be implemented, concomitant with multifunctional typologies of green infrastructure.

Este proceso está caracterizado por una planificación urbana ineficiente, pues las estructuras necesarias para los automóviles fueron priorizadas en detrimento de los elementos naturales. El aumento de las áreas impermeables y la extinción de los cauces naturales de los cursos de agua, son algunas de las consecuencias de ese proceso que influencian en el acontecimiento de las inundaciones. Estos eventos se volvieron recurrentes en los periodos de lluvia ocasionando graves problemas en las ciudades brasileñas. En este contexto, el artículo tiene como objetivo analizar las políticas de planificación urbana y relacionarlas con las inundaciones en la Microcuenca del Arroyo Vilarinho, que incluye importantes barrios de la ciudad de Belo Horizonte. Se ha desarrollado una larga investigación bibliográfica y documental, basada en legislaciones vinculadas a la planificación urbana del área de estudio; trabajos publicados en las áreas de urbanismo e hidrología; y noticias de periódicos, a fin de estudiar el histórico de inundaciones de la microcuenca. Al final, se concluye, entre otros, que la planificación vial y la legislación urbanística permisible favorecieron la ocurrencia de eventos de inundación actuales y que, para paliar los problemas antes mencionados, se debe implementar una política urbanística más efectiva, concomitante con tipologías multifuncionales de infraestructura verde.O processo de urbanização nas cidades brasileiras se intensificou a partir de meados do século XX, acarretando diversos problemas que refletem na atualidade. Esse processo é caracterizado por um planejamento urbano que priorizou a infraestrutura viária necessária aos automóveis, em detrimento dos elementos naturais das cidades. O aumento das áreas impermeáveis e a extinção de leitos naturais de cursos d’água são algumas das consequências desse processo que influenciam atualmente na ocorrência de inundações.Nesse sentido, o artigo tem como objetivo analisar as políticas de planejamento urbano e relacioná-las com as inundações na Microbacia do Córrego Vilarinho, que engloba importantes bairros da cidade de Belo Horizonte. A fim de estudar o histórico local de inundações desenvolveu-se ampla pesquisa bibliográfica e documental, fundamentada em legislações vinculadas ao planejamento urbano, trabalhos publicados nas áreas de urbanismo e hidrologia, documentos arquivados em Órgãos Públicos e reportagens de jornais.
