Resumo: The scope of this paper is to outline a brief outlook on the proposals for reform of the United Nations (UN), specifically its Security Council in order to reveal nodes that contribute to the relative deficit of credibility of the Organization. Include, in second place and in order to elucidate an archetype of a type of barrier to reform, an example of the type of political veto “indirect” proposed by Vargas (2011), investigating the positioning of the People’s Republic of China (PRC) in relation to the proposed reforms and also revealing their motivations in this process.

O presente artigo tem por escopo traçar breves perspectivas acerca das propostas de reforma da Organização das Nações Unidas (ONU), especificamente de seu Conselho de Segurança, no sentido de relevar nódulos que contribuem para o relativo déficit de credibilidade da Organização.
